Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The National Institute of Allergy and Infectious Diseases (NIAID), part of the National Institutes of Health (NIH), has issued a Notice of Intent (NOI) to negotiate on an other-than-full-and-open competition basis with Transnetyx Inc. for mouse genotyping services. These services are essential for numerous ongoing NIAID Division of Intramural Research (DIR) projects, supporting research into infectious human diseases and animal models. This notice is not a request for proposal.
Scope of Work
The required services include determining and confirming genotypes of transgenic mice bred by NIAID DIR Investigators. This involves:
- Providing standard genotype information for approximately 7,200 mouse samples per month.
- Providing expedited genotype information for approximately 500 mouse samples per month.
- Performing MiniMUGA genetic testing for monitoring SNPs on approximately 175 mouse samples per month.
- Comprehensive services covering sample collection, free weekly shipping, assay selection and processing, PCR genotyping, MiniMUGA genetic screens, and electronic delivery of results and reports.
- Transnetyx's existing TAGCenters on the NIH Bethesda Campus offer multiple drop boxes, automated processing, FedEx tracking, and a secured website for rapid and convenient data access.
Contract & Timeline
- Type: Notice of Intent (Presolicitation) for an other-than-full-and-open competition.
- Period of Performance: February 1, 2026 – May 31, 2026.

- Response Due: January 29, 2026 (for capabilities statements).
- Published: January 16, 2026.
Evaluation
This is an NOI, and the Government intends to award a contract within 30 days. Interested vendors who believe they can provide the required capabilities should submit a capabilities statement, including past performance, in writing within ten (10) days of the notice. This documentation will be used solely to determine if the procurement should be conducted on a competitive basis. The determination not to compete is at the Government's discretion.
Additional Notes
The NIAID states that due to the unique nature of Transnetyx's existing setup and multiple TAGCenters around the Bethesda Campus, no other company can provide this genotyping service with the same level of rapidity, convenience, and lower cost for DIR Investigators. The NAICS Code is 541380 Testing Laboratories and Services (Size Standard: $19.0 Million).
