The National Institute on Aging (NIA) is conducting market research through a Sources Sought Notice to identify qualified small businesses capable of providing DNA extraction and multi-gene analysis services for rodent tissue samples. This requirement is anticipated to be an Indefinite-Delivery Indefinite-Quantity (IDIQ) contract. Responses are due February 16, 2026.

Scope of Work

The selected contractor will provide comprehensive genotyping support services, including:

  • DNA extraction and isolation from rodent biological samples (ear punch, tail clip, toe clip).
  • Processing of 25,200 to 37,200 samples per contract period.
  • Polymerase Chain Reaction (PCR) assay for genotyping (one to ten genes per sample).
  • Re-testing of failed or questionable results at the contractor's expense.
  • Weekly quality assurance analysis on 1% of samples.
  • Completion of DNA extraction, PCR assays, and results within 72 hours of sample receipt.
  • Provision of reproducible genotyping assay information and raw data upon request.
  • Provision of results with annotation.
  • Hosting an online, password-protected, Section 508 compliant bioinformatics database that interfaces with the NIA Progeny Database.
  • Storage of provided samples and tissues for 6 months post-receipt, with options for return or destruction.
  • Provision of sample collection and storage supplies.
  • Management of all shipping and courier costs for sample transport, including pickup at least three times weekly and overnight express return shipping.

Submission & Evaluation

Interested companies, particularly small businesses, should submit a capability statement addressing the project requirements. Small businesses must identify their type and size classification relative to the applicable NAICS code (R499 - Other Professional Services).

Responses must be in Microsoft Word or Adobe PDF format, 11- or 12-point font, 8-1/2" x 11" paper, 1" margins, single or double spacing. The response limit is 10 pages (excluding cover page, executive summary, and references). Submissions are to be sent electronically to Scott Duernberger at scott.duernberger@nih.gov.
