This procurement was justified as a sole source acquisition under 41 U.S.C. 1901(e)(2) due to Caterpillar (CAT) being the sole Original Equipment Manufacturer (OEM) for the 3516E gensets. CAT possesses unique expertise, proprietary data, specialized tools, and repair procedures critical for proper maintenance, installation, and alignment, ensuring the gensets' integration into the USS Blue Ridge's systems and operational readiness. A synopsis was posted on SAM.gov on November 19, 2025, resulting in three vendor responses, with two deemed acceptable for Genset Prevention services. An earlier RFI on August 21, 2025, received no responses.
Additional Notes
The Contracting Officer determined the anticipated costs to be fair and reasonable. NSWC PHILADELPHIA DIV currently has no plans to compete future contracts for these specific services but will reassess if new potential sources emerge.
