Quick Summary
The National Geospatial-Intelligence Agency (NGA) has issued a Notice of Intent to Sole Source a contract for Geophysical Data Purchase and Survey Sourcing (GDPSS) to Axim Geospatial, LLC. This action, under RFO 6.103-1(c)(2), aims to acquire critical geophysical data and coordinate surveys to enhance NGA's Earth Gravitational Model (EGM). Responsible sources may submit capability statements by July 2, 2026.
Purpose & Scope
NGA provides GEOINT for national security and creates the EGM, used in navigation products for the DOD, industry, and academia. The purpose of GDPSS is to improve the EGM by acquiring new, restriction-free geophysical data. The contract scope involves purchasing geophysical data from external sources and brokering direct (airborne, marine, or land) surveys. Desired data types include gravity, magnetic, seismic reflection, soils, hydrographic, and well log data.
Contract Details
- Type: Firm Fixed Price (FFP)
- Duration: A 12-month base period and four 12-month option periods (total 5 years).
- Anticipated Period of Performance: July 15, 2026 – July 14, 2031.
- Set-Aside: None (Sole Source)
Sole Source Justification
NGA intends to award to Axim Geospatial, LLC, citing RFO 6.103-1(b) ("Only one responsible source"). Axim is the incumbent for these highly specialized services, developed over the past five years. Their unique capabilities include:
- Ownership of multi-domain survey fleets: Aircraft, ocean-going, and nearshore vessels, ensuring immediate mission availability and technical flexibility.
- Proprietary international data network: Established relationships with a wide array of national and international data providers and brokers, extending NGA's reach into inaccessible channels. Awarding to any other source would result in substantial cost duplication and unacceptable mission delays.
Response Information
This notice is not a request for competitive proposals. However, all responsible sources may submit a capability statement, proposal, or quotation in sufficient detail for NGA's consideration. A determination by the Government to compete the procurement based on responses is solely at its discretion.
