Quick Summary

The National Park Service (NPS), under the Department of the Interior, is soliciting proposals for roofing, repointing, and gutter installation services at the George Washington Birthplace National Monument (GEWA) in Colonial Beach, VA, and the Thomas Stone National Historic Site (THST) in Port Tobacco, MD. This opportunity is a Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Proposals are due by June 12, 2026, at 12:00 PM ET.

Scope of Work

The project involves two distinct sites:

  • George Washington Birthplace National Monument (GEWA): Repairing deteriorating mortar joints on the exterior brick surfaces of the Memorial House Museum (MHM) and Colonial Revival Kitchen (CRK). This includes mortar analysis, D/2 cleaning, hand-tool repointing with approved lime-based mortar, and installation of new 20 oz. copper, 6-inch seamless half-round gutters and 3-inch plain round downspouts.
  • Thomas Stone National Historic Site (THST): Replacing the existing exposed-fastener corrugated metal roof and installing new seamless gutters and downspouts on the Visitor Center building. This includes removal of existing roofing, replacement of damaged sheathing, installation of a new "Vertical Seam" snap seam metal roofing system with high-temperature underlayment, "K-Style" seamless gutters, downspouts, and increasing the pitch of two flat roof sections.

Contract Details

  • Contract Type: Firm Fixed Price
  • Estimated Magnitude: Between $250,000.00 and $500,000.00
  • Set-Aside: Service-Disabled Veteran-Owned Small Business (SDVOSB)
  • NAICS Code: 238160 – Roofing Contractors (Small Business Size Standard: $19M)
  • Period of Performance: Clarified as August 1, 2026, to October 30, 2026 (approximately 90 calendar days). The overall 90-calendar-day period takes precedence over individual 60-day SOW periods.

Submission & Evaluation

  • Proposal Due Date: June 12, 2026, at 12:00 PM ET.
  • Submission Method: Via email to Samuel_McKenzie@nps.gov.
  • Evaluation: Best Value Continuum Tradeoff Process. Proposals will be evaluated on technical approach, schedule, key personnel experience, past performance, and price. Technical factors are of equal importance, and price is also a significant evaluation factor.
  • Pricing: Two lump-sum CLINs are sufficient for pricing submission under Section B; a detailed cost breakdown is not required.
  • Wage Rates: Bidders must refer to the provided Davis-Bacon Wage Determinations for Charles County, MD (MD20260113) and Westmoreland County, VA (VA20260007).

Key Clarifications & Attachments

Amendment 0001, posted May 7, 2026, provided additional attachments and clarified the period of performance. Responses to RFIs 1-4 further clarified performance periods, wage determination usage, pricing submission, and warranty terms. Critical attachments include construction drawings, photos of the THST Visitor Center roof, and the site visit sign-in sheet from May 6, 2026.
