Quick Summary

NASA Langley Research Center (LaRC) is seeking comments on a Draft Request for Proposal (DRFP) for the Geostationary Littoral Imaging and Monitoring Radiometer (GLIMR) Access to Space (ATS) program. This is a full and open competition for a Firm Fixed-Price (FFP) contract. Comments on the DRFP are due June 22, 2026.

Purpose & Scope

The principal purpose of this requirement is to provide GLIMR ATS and related services, including Spacecraft and Launch Vehicle; Integration Planning; Ground System Design, Integration, Testing, and Readiness; Instrument-Spacecraft Integration, Test, and Pre-Launch Processing; Spectrum Licensing and orbital slot authorization; Launch and GLIMR In-orbit Checkout; and On-Orbit Spacecraft and Instrument Operations. The GLIMR mission aims to study ocean processes at diurnal timescales using a hyperspectral ocean color sensor.

Key Feedback Areas

NASA encourages comments on all aspects of the draft solicitation, with specific emphasis on:

  • Requirements Documents (Exhibits A, B, C): Including Payload Operations (SOW 6.3.1.1) and identifying cost-driving/unrealistic requirements.
  • Technical Approach/Oral Presentation (Section L.16): Clarity on allowable attendees and anticipated format.
  • Small Business Participation (L.18 (b)): Clarity on establishing and utilizing small business subcontracting.
  • Method of Evaluation (Section M): Specifically Past Performance and Technical Approach/Oral Presentation.

Contract Details

  • Type: Firm Fixed Price (FFP) Contract with Milestone-based payments.
  • Period of Performance: Anticipated total of five (5) years, including a three (3) year Base Period, a one (1) year Option Period 1, and a one (1) year Option Period 2.
  • NAICS: 541715 (Research and Development in the Physical, Engineering, and Life Sciences) with a 1,000-employee small business size standard.
  • Place of Performance: Offsite at the Contractor's facilities.

Timeline & Submission

  • DRFP Comments Due: June 22, 2026, at 3:00 PM Eastern Standard Time.
  • Pre-solicitation Conference: Anticipated June 3, 2026 (virtual). Questions encouraged prior to the conference.
  • Final RFP Release: On or about late July 2026.
  • Proposal Due: Approximately 45 calendar days after Final RFP release.
  • Past Performance (Volume I) Due: Approximately 15 calendar days after Final RFP release.
  • Remaining Submission Due: Approximately 30 calendar days after Volume I submission.
  • Anticipated Contract Effective Date: Mid-January 2027.
  • Submission Method: Proposals must be submitted electronically via NASA's Enterprise File Sharing and Sync Box (EFSS Box).

Evaluation

Award will be based on a best-value trade-off source selection, considering Price, Past Performance, and Technical Approach/Oral Presentation. Technical Approach/Oral Presentation is more important than Past Performance. Price is approximately equal in importance to the combined non-price factors. Oral presentations will be held in-person at NASA Langley Research Center.

Eligibility & Requirements

Potential offerors must be registered in SAM.gov, comply with U.S. Department of Labor VETS-4212 Reports, and have a Unique Entity Identifier (UEI). Offerors are required to disclose any intent to use Artificial Intelligence (AI) during contract performance.

Important Notes

This is a Draft RFP for planning purposes only and does not commit NASA to any contract. The NASA FAR Supplement (NFS) clause 1852.215-84, OMBUDSMAN, is applicable.
