Justification for Sole Source
The procurement is justified under "Unusual and Compelling Urgency" (10 U.S.C. §3204(a)(2)). There is an urgent requirement for the rapid deployment of Offensive Counter-Unmanned Aircraft Systems (O-CsUAS) to forward-deployed ground and aviation units. Invisible Pack Inc. was identified as the only responsible source capable of providing this highly specialized system. Awarding to any other source would result in substantial duplication of costs and unacceptable delays, estimated at five months. Future Competition
A program of record for O-CsUAS is planned for Fiscal Year 2027, which is intended to be procured through full and open competition. While PM GBAD currently has no plans to compete the GAT systems, they will assess the feasibility for future procurements if another source emerges.
