This announcement is for market research purposes only to determine industry interest and capability for a "Giant Voice" (GV) and Mass Notification Systems (MNS) modernization effort. It is not a solicitation, and no contract will be awarded from this notice. The Department of the Air Force seeks a commercially-available, state-of-the-art solution to modernize its existing GV and MNS across four critical installations: Peterson Space Force Base (SFB), Schriever SFB, Cheyenne Mountain Space Force Station (CMSFS), and the United States Air Force Academy (USAFA).

The desired solution should provide a fully integrated, secure, and reliable MNS with the following core capabilities:

• Unified, IP-Based Architecture: Consolidating control and management of indoor and outdoor alerting devices across the four installations, primarily from the Colorado Springs Regional Command Post (CSRCP).
• Enhanced Interoperability: Seamless integration with existing emergency communication platforms (e.g., AtHoc) for a multi-layered notification ecosystem.
• Cybersecurity by Design: Meeting stringent Department of Defense (DoD) cybersecurity requirements and achieving a Risk Management Framework (RMF) Authorization to Operate (ATO).
• High Availability and Reliability: An operationally available system (at least 99.5%) with redundant activation paths.
• Superior Intelligibility: Audio output meeting or exceeding Unified Facilities Criteria (UFC) 4-021-01 standards.

Interested parties are requested to provide responses addressing specific questions regarding their company, interest in a potential Two-Step Commercial Solutions Opening (CSO), business type, NAICS code classification, capability, experience, projected duration, ROM, and CLIN structure. Responses should be limited to no more than 3 pages.

Responses must be received by 27 March 2026 @ 10:00 AM Mountain Time.

Respondents are asked to specify their business type and any applicable small business concerns under NAICS 334290.

• No reimbursement will be made for costs associated with providing information.
• No telephone calls will be accepted.
• A solicitation does not presently exist.

This document is structured into sheets, each corresponding to a specific base. Within each sheet, information is organized by Request for Information (RFI) categories:

• Existing GV/PA Equipment: Details specific devices, models, and whether they are IP or Analog.
• Existing Infrastructure/Conveyance: Maps out the interconnections between GV and PA systems, specifying the media used (e.g., Cat5, Fiber Optic).
• GV Towers/Speakers: Lists the locations and descriptions of current GV towers and speaker equipment.

This attachment is crucial for bidders to assess the current state of the Giant Voice and Public Address systems. It provides a baseline understanding of the existing hardware, network infrastructure, and physical locations of components.
