This solicitation is for the procurement of one (1) new, unused motor grader mulcher with boom for vegetation trimming operations on National Forest System roads. The equipment will be operated on the side of a motor grader and will include all necessary accessories for installation and vegetation cutting along forest roads.

• One (1) motor grader mulcher with boom.

• Equipment must be new, unused, and of current production.

• Must be compatible with Caterpillar 140 and Caterpillar 150 type motor graders.

• Detailed specifications are provided in Attachment C04a Salient Characteristics_12444326Q0031.

• Delivery of all items within the contractor's standard commercial delivery schedule after contract award; early deliveries are acceptable.

• Anticipated Contract Type: Firm Fixed Price.

• Period of Performance: June 15, 2026, to October 15, 2026.

• Delivery Date: October 15, 2026.

• Offerors must hold prices for 90 calendar days from the offer due date.

• Offer Due Date: June 05, 2026, 1700 CT.

• Evaluation Criteria: Lowest Price Technically Acceptable (LPTA).

• Past Performance: Evaluated as "Acceptable," "Neutral," or "Unacceptable."

• Award will be made to the offeror representing the best value to the Government.

Statement of Work (SOW) / Performance Work Statement (PWS)

The U.S. Forest Service, Gila National Forest, requires the procurement of one (1) new, unused, current production motor grader mulcher with boom for vegetation trimming operations on National Forest System roads.

• Furnish and deliver one (1) motor grader mulcher with boom and associated mounting hardware.

• The mulcher should be similar to the XD72 Forax Mulcher and implement boom, meeting or exceeding specified salient characteristics.

• Equipment must be compatible with Caterpillar 140 or 150 style motor graders.

• Must be capable of mulching up to 6" diameter trees or vegetation of similar size/density.

• Designed for heavy-duty road maintenance operations.

• Mulching Width: Minimum 70 inches.

• Boom Reach: Minimum 20 feet.

• Included Components: All required assembly for complete use on a motor grader, including hydraulics and hydraulic controls. (Note: Grader does not have current wing posts).

• Mounting System: Compatible with Caterpillar 140/150 motor graders, allowing secure attachment to the side frame, designed for safe operation.

• Condition: New, unused, free from defects, complete with all parts for installation and use.

• Location: Silver City Ranger District, Gila National Forest, Silver City, New Mexico.

• Terms: FOB Destination.

• Coordination: Contractor must coordinate delivery with the Government point of contact prior to shipment.

• Manufacturer’s standard commercial warranty covering defects in materials and workmanship.

• Warranty period begins upon delivery and Government acceptance.

• The Government will inspect the equipment upon delivery to verify compliance with requirements and freedom from defects.

• Delivery within the contractor’s standard commercial delivery schedule after contract award, unless otherwise specified.
