Statement of Work (SOW) / Performance Work Statement (PWS)

To provide comprehensive maintenance, repair, and inspection services for two elevators at Glacier National Park, ensuring continuous and safe operation.

• Full maintenance and repair services for two elevators (ThyssenKrupp and Concord/Savaria) located at Glacier National Park (specific locations in Appendix A).

• Includes all management, tools, supplies, equipment, parts, and labor.

• Covers inspections, maintenance, repairs, replacements, and routine/emergency service calls.

• Work must comply with Montana state statutes, Elevator Safety Act, ASME A17.1-2007 (or applicable code), ANSI/ASME A17.2-2010, NFPA, OSHA, and OEM recommendations.

• Alterations/modernizations.

• Damage from vandalism, abuse, negligence, or acts of God.

• Cosmetic repairs, cab enclosure, ceiling frames, door panels/frames, sills, car flooring, main line power switches, breaker(s), hydraulic jack outer housing, buried piping, smoke/fire sensors, fire service reports, communication feeders, security systems, batteries for non-elevator specific systems, air conditioners, and heaters.

• Routine cleaning and refinishing of car interiors and exterior hoistway doors/frames.

• Maintenance Control Program (MCP): Contractor must submit an annual MCP for each elevator within 30 days of award, detailing inspections and maintenance timelines. MCP must ensure compliance with minimum code requirements.

• Elevator Service Availability: 95% availability.

• Routine Repair Response Time: 95% compliance.

• Emergency Repair Response Time: 100% compliance.

• Repair Quality: Reduced call backs (max two for the same problem).

• Inspection/Preventive Maintenance Adherence: 100% compliance with MCP.

• Reporting: 95% compliance for all reporting requirements.

• Base Year: June 1, 2026 – May 31, 2027

• Option Years: Four additional years through May 31, 2031.

• Location: Glacier National Park, West Glacier, MT.

• Contractor Management: Must provide a Contract Manager (CM) and alternate, available during normal duty hours.

• Personnel: Employees must be easily identifiable and comply with environmental regulations. Personnel must be licensed by the State of Montana and certified for elevator maintenance.

• Quality Control: Contractor must develop and maintain a Quality Control Program (QCP) addressing areas in the Services Summary.

• Security: Vendor must check in/out with COR during normal business hours.

• Utilities: Government provides electricity; contractor responsible for utility conservation.

• Environmental: Comply with all environmental laws; use safe products; maintain SDS and HAZMAT inventories; report spills immediately.
