Statement of Work (SOW) / Performance Work Statement (PWS)

To perform annual inspections and testing of fire alarm and water-based fire sprinkler systems within Glacier National Park.

• Conduct annual NFPA inspections and testing for 22 fire alarm systems and 23 water-based fire sprinkler systems across various park areas (West Glacier, St Mary, Many Glacier, Two Medicine, East Glacier, Walton).

• Fieldwork for 2026 is tentatively scheduled between October 4-6, coordinated with the National Park Service (NPS).

• The scope may increase or decrease in future years at NPS discretion.

• Reports must identify each building by description, number, and location, matching the SOW format.

• Fire Alarm Systems: Comply with NFPA 72, Chapter 14. Personnel must be NICET Level II certified. Test all devices (pull stations, detectors, strobes, sirens, transmitters, control panels, dialers, power supplies). Verify reporting to alarm monitoring services. Document passing/failing devices and battery backups. Verify NPS system specifications and note deficiencies by code violation. Notify monitoring agency before and after testing.

• Water-Based Fire Sprinkler Systems: Comply with NFPA 25. Personnel must be NICET Level II certified. Verify manufacturer data. Document site inspections. Verify flow, supervisory, and tamper switches report to the fire alarm control panel. Verify system specifications and note deficiencies. Notify monitoring agency before and after testing.

• Reporting: Provide one electronic copy of inspection reports per building, with each alarm or sprinkler system in a single document. Reports must list NICET certification numbers, which will be verified by NPS.

• Annual inspections for 2026 are tentatively scheduled for October 4-6.

• Systems are located across Glacier National Park in West Glacier, St Mary, Many Glacier, Two Medicine, East Glacier, and Walton areas.

• Contractor personnel must be NICET Level II certified for fire alarm systems and water-based systems inspection and testing.

• On-site personnel must be present at all times during work.

• Contractor is not required to perform maintenance, repairs, or field adjustments, but must report identified issues to the Contracting Officer. Immediate life and safety hazards must be reported immediately.

• A management plan, including personnel certifications and inspection form templates, must be submitted within 10 days of contract award or at least 10 days prior to inspections.

• NPS Director’s Order 58 adopts current NFPA Fire Prevention Code (NFPA 1) and Life Safety Code (NFPA 101) as minimum standards. NPS adopted standards may vary from local codes; the more stringent requirement will be followed.

Solicitation / RFP / RFQ

This solicitation (RFQ 140P1426Q0090) is for annual inspection, testing, and monitoring services for fire alarm systems and water-based fire sprinkler systems at various locations within Glacier National Park, Montana. The National Park Service (NPS) intends to award a firm-fixed-price contract.

• Annual inspection, testing, and monitoring of fire alarm and water-based fire sprinkler systems.
