The National Geospatial-Intelligence Agency (NGA), Office of Human Development (HD), is soliciting proposals for GEOINT Learning Through Academic Programs II (GLAP II). This Unrestricted opportunity seeks to establish multiple Firm Fixed-Price Blanket Purchase Agreements (BPAs) for the delivery of condensed advanced undergraduate and graduate-level GEOINT training courses. These courses will support the NGA workforce and broader government entities. Proposals are due April 6, 2026, at 2:00 PM ET.
Scope of Work
Contractors will provide GEOINT training courses from their existing advanced undergraduate and graduate-level catalogs, modified for government delivery. Courses must be streamlined, shortened, and condensed, delivered virtually via instructor-led synchronous, asynchronous, or self-paced online modalities. Training solutions must cover at least two of eleven specified subject areas, including Artificial Intelligence, Computer Vision, Data Modeling, Machine Learning, GIS & Analysis Tools, and Remote Sensing. Each course shall not exceed 40 hours (approximately 5 days) of instruction, with a minimum of 4 hours of direct instruction daily. Instructors must be accessible during self-paced study time. Minimum enrollment is 10 participants, maximum is 24.

Eligibility & Evaluation
Offerors must be academic institutions that are regionally accredited by a CHEA-recognized body AND either accredited by the United States Geospatial Intelligence Foundation (USGIF) or a member of the University Consortium for Geographic Information Science (UCGIS). All instructors must be U.S. citizens. Award will be made on a Best Value basis, with Technical capabilities weighted more heavily than Price. Evaluation factors include Technical (Factor I), Past Performance (Factor II), Security (Factor III), and Price (Factor IV). Offerors are responsible for ensuring their referenced Government POCs complete and return the Past Performance Questionnaire by the specified deadline.
