Statement of Work (SOW) / Performance Work Statement (PWS)

To acquire and install one (1) laboratory-grade glassware washer to replace an existing obsolete unit at the San Juan Medical Products Laboratory (SJNLMP) of the Food and Drug Administration (FDA). The new system aims to maximize productivity, improve laboratory operations, support a safer and greener work environment, reduce operating costs, and enhance operational efficiency.

The Contractor shall provide all necessary personnel, equipment, materials, transportation, supervision, and resources to furnish, deliver, install, test, validate, and place into operation one (1) large-capacity laboratory glassware washer and associated accessories. This includes installation supervision, operational verification, training, documentation, and warranty support.

Physical Dimensions: Must fit within specified installation space (Width: 42 inches, Height: 80 inches, Depth: 33 inches). Chamber Capacity: Minimum load capacity (Width: 26 inches, Height: 25 inches, Depth: 26 inches). System Features: Must include a 316L stainless steel chamber, accommodate two (2) loading accessories, have a programmable touchscreen controller with deviation alarms, an internal chamber light, a USB port for data transfer, a programmable vented drying system, a drain discharge cool-down system, a loading shelf, a thermal printer, a non-recirculated heated pure water rinse system, an integrated detergent drawer for two (2) one-gallon containers, two (2) additional chemical pumps for injection, and six (6) stainless steel flanges. Accessories: Includes various spindle headers, a Teflon protective mesh, a transfer cart, a bottom rotary spray header with basket/cover and test tube rack, a Petri dish rack, and a pipette header.

Delivery Location: San Juan Laboratory, 466 Fernández Juncos Avenue, San Juan, PR 00901-3223. Period of Performance: Begins upon contract award and continues through completion of deliverables and warranty support. Delivery, installation, testing, and validation are expected within six (6) to eight (8) weeks after contract award.

Installation & Training: Contractor provides installation supervision, startup activities, onsite familiarization training for 2-3 Government users, shipping, inside delivery, and disposal of shipping materials to San Juan, Puerto Rico. Trade & Service: Equipment must be newly manufactured, free from defects, not used, not refurbished, and not previously utilized as demonstration equipment. Warranty: Minimum twelve (12) month warranty covering parts and labor, including unlimited technical support, onsite repairs, factory-certified parts, engineer labor, travel costs, software updates/notifications, and at least one (1) preventative maintenance visit. Documentation: Requires Installation Qualification (IQ), Operational Qualification (OQ), instrument manuals, user training certificates, and trainer certification documentation. Repair Service: Defective components repaired/replaced under warranty at no cost. Parts delivered fastest available method; service scheduled within 72 business hours of parts receipt and COR approval. Original manufacturer parts used and installed per specifications. Written service reports required.

Solicitation / RFP / RFQ

This is a Request for Quotation (RFQ) for commercial products, specifically a Glassware Washer System, for the U.S. Food and Drug Administration (FDA), San Juan Medical Products Laboratory (SJNLMP). The acquisition is a set-aside for small business concerns.
