Quick Summary
The National Park Service (NPS) – Denver Service Center (DSC) is soliciting proposals for the Design-Build (DB) replacement of the Wahweap Government Dock (GLCA 210865) at Glen Canyon National Recreation Area. This Full and Open solicitation seeks a contractor to design and construct a modern floating dock system. Phase I proposals are now due by March 23, 2026, at 1:00 PM ET.
Purpose & Scope
The project addresses the deterioration of the existing 40-year-old dock, which requires replacement due to structural damage and frequent relocation. The scope includes design services for plan development and construction services for assembly, construction, removal, and disposal of the existing dock system. Key deliverables involve a new dock with utilities, a breakwater structure, storage sheds, vessel lifting devices, UV decking, pivot sections, anchoring systems, and specific components like an aluminum gangway, marina sections (20 slips, 4 slips), concrete anchor blocks, two steel storage sheds, fenced areas, an entry fence, power pedestals, solar lighting, fire protection, a generator system, stainless steel cleats, aluminum ladders, life rings, a moveable wave attenuator, and utility chases/pullboxes. Optional betterments include roof sections, hydrohoists, and an enhanced solar power system.
Key Amendments & Clarifications
Amendment 0001 extends the Phase I proposal due date to March 23, 2026, 1:00 PM ET. It also provides answers to submitted questions, revised plans and scope, and bathymetry information. Clarifications include: the government will secure Section 404/10 and 401 permits, while contractors are responsible for others; a letter certifying bonding capability of at least $10 Million is required, not a bid bond; the wave attenuator must be moveable, anchored, and meet specific performance criteria (3ft incident wave height, 0.5 transmission coefficient); the entire Technical Proposal is limited to 40 pages; and a Gantt Chart is not required for Phase I. An organized site visit will not be held, but contractors are encouraged to visit the site at their leisure.
Contract Details
This is a Firm-Fixed-Price (FFP) Design-Build (DB) contract with an estimated price range of more than $10,000,000. The period of performance for construction is 320 calendar days from the On-Site Notice to Proceed, with an overall project period from July 20, 2026, to August 16, 2027. The NAICS code is 237990 (Other Heavy and Civil Engineering Construction) with a small business size standard of $45M.
Submission & Evaluation
Proposals must be submitted via email. Evaluation will be conducted in two phases: Phase I for qualifications, and Phase II for technical and business proposals. Source selection will use a Best Value Tradeoff Process, considering Technical Approach, Technical Qualifications, Past Performance, and Price. Offerors must be registered in SAM. Design Builder Architect-Engineer (A/E) services must be performed by licensed Architects and Engineers registered in Arizona.
Important Notes
Wage determinations for Coconino County, Arizona (AZ20260056) apply. Offerors will need to provide a Project Experience Questionnaire and ensure references complete a Past Performance Questionnaire (due March 15, 2026).
