Quick Summary
The U.S. Department of State (DoS), Office of Program Management and Policy (A/LM/PMP), is conducting market research through a Sources Sought Notice to identify qualified Total Small Business firms capable of providing durable, pre-printed asset tags. This initiative aims to centralize asset tag generation, reduce fraud, and increase efficiency. Responses are due by March 16, 2026, 12:00 PM EST.
Scope of Work
The DoS seeks a leading company specializing in the design and manufacture of durable, pre-printed barcode labels. These asset tags, measuring 0.75"x0.75" polyester plastic with rounded corners, must be subsurface printed, have glossy lamination (max 6 mil), 3-4 mil total thickness, and a minimum 2 mil adhesive layer. A critical requirement is the tags' ability to withstand diverse climates, including tropical, desert, temperate, mountain, continental, polar, and tundra environments.
Tag content must include a 2D data matrix (consuming over half the vertical space) encoded with Color ID, tag number, and a security key in a specified format. A "color stripe" option is available, and tag numbers must follow a specific AA0000A format, excluding I, O, Q, Z. Vendors must be active GSA schedule holders, capable of fulfilling needs under PSC 7690 and NAICS 323111. Required capabilities include tracking tag number usage, dynamically modifying color strip usage, and correctly encoding data matrix information. Fulfillment involves working directly with end customers for orders and expedited requests, providing a dedicated account manager, and mailing tags globally. Quarterly detail order fulfillment reports and monthly activity reports (if requested) are also required.
