A critical requirement is the tags' ability to withstand diverse climates, including tropical, desert, temperate, mountain, continental, polar, and tundra environments.

Tag content must include a 2D data matrix (consuming over half the vertical space) encoded with Color ID, tag number, and a security key in a specified format. A "color stripe" option is available, and tag numbers must follow a specific AA0000A format, excluding I, O, Q, Z. Vendors must be active GSA schedule holders, capable of fulfilling needs under PSC 7690 and NAICS 323111. Required capabilities include tracking tag number usage, dynamically modifying color strip usage, and correctly encoding data matrix information.
