Eligibility & Restrictions
This award is limited to U.S. Firms or U.S. individuals. Contractor and U.S. subcontractor employees must be U.S. citizens or non-U.S. citizens lawfully admitted for permanent residence. Subcontractor use is limited to less than fifty percent of the proposed price. Offerors must be registered and have an active status in SAM.gov.
Submission & Evaluation
Proposals must be submitted via email to contractproposals@ustda.gov. Submissions should be in two volumes: Technical Proposal and Price Proposal. Evaluation factors include Technical Approach, Technical Expertise, Past Performance, and Price, with technical factors combined being significantly more important than price.
