The solution must support ABMC-furnished Apple devices and integrate with Microsoft Intune for mobile device management, encryption enforcement, and remote wipe capabilities. Key performance standards include a minimum 98% network availability per country, 1-hour acknowledgment/4-hour resolution for priority incidents, and 99.8% billing accuracy. The scope defines five Contract Line Item Numbers (CLINs) covering various service plans from voice/SMS only to premium data with tethering, and temporary additional services. Compliance with Section 889 and federal cybersecurity supply chain requirements (C-SCRM) is mandatory.

Contract Details

This will be an IDIQ contract with one base year and four one-year option periods. ABMC prefers a single award covering all locations but reserves the right to make multiple awards by site or region, or no award for certain locations, based on value, risk, and mission requirements. The contract incorporates numerous Federal Acquisition Regulation (FAR) clauses, including those related to cybersecurity (e.g., 52.204-21, 52.204-26), evaluation criteria (52.212-2), and representations/certifications (52.212-3). General Conditions for Supplies and Services are provided for specific regions like the Philippines, UK, Italy/Netherlands, and Mexico/Panama, outlining country-specific legal, labor, tax, and dispute resolution frameworks.

Submission & Evaluation

Proposals must be in English, clear, concise, and directly responsive to the solicitation, with a total page limit of 50 pages (excluding pricing tables, resumes, and certifications). Submissions are organized into three volumes: Volume I (Technical and Management Approach), Volume II (Past Performance), and Volume III (Price Proposal), with pricing submitted separately.
