Quick Summary
The Department of the Air Force has awarded a Firm-Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) contract to MDA Systems, Ltd. for engineering and technical support of the Global Procedure Designer (GPD) software. This award was made on a sole-source basis under FAR 6.302-1, citing only one responsible source. The GPD software is critical for the U.S. Air Force, Navy, Army, and Marine Corps in developing instrument approach and departure procedures. The estimated award date was April 2026, with the notice published on May 6, 2026.
Scope of Work
The contract covers essential support for the GPD software, including:
- Second Tier Engineering Technical Support: Reviewing, investigating, and resolving GPD software issues reported by DoD users, including defect disposition and diagnosis.
- Hosting and Maintenance: Providing hosting and maintenance for the HQ AFFSA Technical Support web-based software tool (iSupport), ensuring 24-hour availability.
- Software Engineering Support: Designing, developing, testing, installing, and providing training for major software revisions or changes.
- Software Engineering Patches: Designing, developing, testing, and installing software patches that do not result in a software version change.
- Travel: Contractor travel for working group meetings, conferences, on-site technical support, and other required meetings.
Contract & Timeline
- Contract Type: Firm-Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ)
- Duration: One 5-year base period with a potential 6-month extension
- Awardee: MDA Systems, Ltd.
- Set-Aside: Other Than Full and Open Competition (FAR 6.302-1)
- Estimated Award Date: April 2026
- Published Date: May 6, 2026
Justification for Sole Source
The government determined that MDA Systems, Ltd. is the only responsible source capable of providing the required support. Awarding to any other source would result in substantial duplication of costs and unacceptable delays, potentially leading to mission failure. MDA has maintained the GPD software since 2001 and possesses unique qualifications, comprehensive knowledge, and specialized engineering support due to the proprietary nature of the software and its tailored modifications for USAF needs.
Additional Notes
A Sources Sought Synopsis was posted on SAM.gov on August 15, 2025, which received only one response from the incumbent, MDA. This notice serves as an award announcement for the non-competitive contract.
