Quick Summary

This is a Justification for an Exception to Fair Opportunity for a bridge task order to continue Global Sensor Management (GSM) services for the U.S. Space Command (USSPACECOM). The Department of the Air Force requires these services urgently to prevent a break in critical operations while a competitive follow-on acquisition is finalized. The non-competitive award is planned for Software Engineering Services Corporation (SES).

Scope of Work

The services encompass day-to-day functions and responsibilities for:

  • Global Sensor Management
  • Missile Warning
  • Space Domain Awareness
  • Force Tracking
  • Ground Moving Target Indicator support
  • Environmental Monitoring support
  • Joint Data Network support
  • Trans Regional Missile Defense support These are performance-based Advisory and Assistance Services (A&AS) and knowledge-based services (KBS), including support for Theater Missile Warning (TMW) and Strategic Missile Warning functions, tactical data link maintenance, and USSPACECOM tactical/operational data management.

Justification & Set-Aside

This is a non-competitive solicitation justified under FAR 16.505(b)(2)(i)(A) due to urgent agency need. The current contract (FA4600-22-F-0095) has expired, and delays in USSPACECOM's Manpower Study and Requirements Approval Document necessitated this bridge effort. A new task order will be awarded using GSA OASIS+. Set-aside is not applicable as this is an exception to fair opportunity.
