Justification & Set-Aside
This is a non-competitive solicitation justified under FAR 16.505(b)(2)(i)(A) due to urgent agency need. The current contract (FA4600-22-F-0095) has expired, and delays in USSPACECOM's Manpower Study and Requirements Approval Document necessitated this bridge effort. A new task order will be awarded using GSA OASIS+. Set-aside is not applicable as this is an exception to fair opportunity.
