• Transition Inventory: Contractors should assume no transition inventory will be provided and must fully finance the initial inventory build within 120 days to achieve Full Operational Capability.
• Surge Capacity: The required 30% surge capacity per NSN may be satisfied through CONUS sourcing, with limited exceptions for large orders.
• Storage Conditions: No NSNs are required to be stored in climate-controlled or humidity-controlled conditions.
• Delivery Mix: A small percentage of deliveries historically required palletized freight, and a likely small percentage required inter-island transport, though these figures are not exact.
• Warehouse Location: While not an explicit evaluation factor, offerors must consider Section C.3.2 for specific warehouse location requirements. Warehouse location is required as part of the proposed technical solution per Section L.9.1, but not for technical scoring.
• Large Orders: No "Large Orders" (as defined in Section C.5.2.1) were processed under the incumbent contract, but this could change.
• CONUS Sourcing Transportation: For large orders sourced from CONUS, transportation costs are expected to be included in the firm-fixed pricing structure (refer to RFP Section B.3).
