Purpose & Scope
The Force Protection Division (AFLCMC/ESS) aims to understand industry's ability to provide electronic security intrusion detection systems (IDS) to deter, detect, and track hostile forces for the protection of Air Force resources, personnel, and work environments. The scope includes design, development, procurement, installation, integration, testing, certification, accreditation, and performance-based logistical support of IBD systems at Department of War (DoW) locations worldwide (CONUS and OCONUS). This GUARD effort will continue sustainment activities from previous IBDSS Next vehicles, with an expanded scope.

Key Capabilities Sought
Respondents should detail recent experience (within the last 5 years) in:
- Designing, installing, and sustaining physical security IDS at CONUS/OCONUS locations for DoW, DoS, or other federal agencies, including for nuclear material storage/disposal or energy production facilities.
- IDS meeting Intelligence Community Directives (ICD), Standards (ICS), and Underwriters Laboratory (UL) 2050 standards for Sensitive Compartmented Information Facilities (SCIF) or Special Access Program Facilities (SAPF).
- Supporting Protection Level (PL) 1, 2, 3, and 4 resources.
- Civil engineering and infrastructure support for IDS installations.
- Developing security system designs, construction, and engineering documentation.
- Familiarity with Open Mission Systems (OMS) and integrating technology into the Defender Multi-Domain Command, Control, and Communications (DMDC3) system.
- Configuring and installing network infrastructure compliant with DoD regulations.
- Providing contractor logistics support and sustainment of IDS.
- Developing and implementing program protection plans and cybersecurity requirements (DISA STIGs).
- Quality management systems (ISO 9001-2008 or equivalent) and agile DevOps/cloud computing.
- Mandatory: Personnel and facility security clearances to the SECRET level. The Government will NOT sponsor clearances.
- Use of Digital Engineering (DE) and Model-Based System Engineering (MBSE) tools.
- Deployment and sustainment of tactical security systems, wide area surveillance, drone training/sustainment, and RF networks.
- Ability to obtain multiple host nation business licenses and Visas.
