This document is a combined synopsis/solicitation for commercial items for Vault Toilet Pumping services at multiple locations on the Ouray Ranger District within the Grand Mesa, Uncompahgre, and Gunnison (GMUG) National Forests. This announcement serves as the only solicitation, and quotations are requested.

• Regular and as-needed vault toilet pumping services.

• Provision of all labor, materials, tools, supervision, permits, transportation, equipment, and insurance.

• Services to be performed at multiple locations on the Ouray Ranger District within Ouray County.

• Anticipated award is a firm-fixed price purchase order for services.

• Period of Performance: August 1, 2026, to July 31, 2027 (one year).

• Quotations are due by June 4, 2026, at 1400 MT.

• Offerors must hold prices for 90 calendar days from the offer due date.

• Evaluation will be based on the lowest price technically acceptable (LPTA) criteria.

• Technical Acceptability will be rated as "acceptable" or "unacceptable."

• Past Performance will be evaluated as "acceptable," "neutral," or "unacceptable."

• Failure to propose pricing for each item will result in exclusion.

• This acquisition is a Total Small Business Set-Aside.

• Applicable NAICS Code: 562991.

• Small business size standard: $9 Million.

• All responsible sources may submit a quotation.

• The solicitation includes several attachments: Statement of Work, Schedule of Items, Experience Questionnaire, and Wage Determinations for Ouray County.

• Various FAR and AGAR clauses and provisions are incorporated by reference and are applicable.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide regular and as-needed vault toilet pumping services at multiple locations within the Grand Mesa, Uncompahgre, and Gunnison (GMUG) National Forests.

• Pumping of vault toilets, including removal of waste and debris.

• Services are required for various vault toilet designs (single unit/single vault, double unit/double vault, double unit/single vault, Septic Systems).

• Vaults are to be pumped when they reach 80% capacity, with 90% of contents removed.

• All vault waste must be disposed of at a commercial treatment facility off National Forest Lands.

• Pumping procedures vary depending on whether an outside manhole is available or if pumping must occur through the toilet riser.

• Thorough cleaning and disinfection of affected areas are required after pumping.

• Vaults must be pumped to within 4-5 inches of the bottom if flat-bottomed, or to where the hose begins to suck air if sloped.

• Vaults must be pre-charged with clean, fresh water to a depth of 10 inches after pumping.

• Citrus deodorizer (or equivalent) must be added to the remaining vault contents.

• All contaminated areas must be thoroughly cleaned and disinfected.

• Each unit must be available for immediate use after pumping and final cleanup.

• The contract period is from August 1, 2026, to July 31, 2027.

• Specific locations include Blue Lakes Trailhead, Thistledown Campground, Angel Creek Campground, Middle Fork Upper, Middle Fork Lower, and Columbine Pass Staging.

• Contractor equipment must meet minimum requirements: 1500-gallon pumper tank, vacuum pump, 3-inch diameter intake valve and 200 feet of hose, long-handled grappling device, capability for carrying extra water, and back-up warning devices.

• Contractor must provide all personnel, equipment, tools, materials, vehicles, and supervision.

• Contractor is responsible for securing permission and covering costs for waste disposal at municipal plants.

• Contractor must be properly licensed for offsite disposal of sewage and debris, conforming to all Federal, State, and Local laws and ordinances.

• Contractor is responsible for preventing spillage and hauling waste in watertight containers.

• Contractor personnel must prevent interference with recreation area use and maintain presentable conduct.

• Any damage to government property or land resources must be repaired at the Contractor's expense.
