Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
NASA Armstrong Flight Research Center has issued a Request for Quotations (RFQ) 80AFRC26Q0006 for the Geometry Optimization and Sensing with Integration and Flight (GOSWIFT) Test Pod. This 100% Small Business set-aside opportunity seeks a contractor to design, manufacture, and deliver an aerodynamic test pod for F-15D aircraft. Proposals are due June 2, 2026, by 5:00 PM Pacific Daylight Time.
Opportunity Overview
The GOSWIFT effort aims to procure an aerodynamic test pod that maintains the Outer Mold Line (OML) of a standard centerline 610-gallon external fuel tank used on an F-15D. This pod will support aerodynamic and flight test activities, providing internal volume for instrumentation and test equipment. The contractor will collaborate with NASA's engineering team to ensure the NASA-provided design is manufacturable within schedule constraints.
Scope of Work
Key deliverables include:
- Design, manufacture, and deliver one flight-ready aerodynamic test pod (with an option for two additional pods) conforming to NASA's design.
- Design and fabricate a ground handling cart for storage, maintenance, and uploading the test article to the F-15D, adhering to NASA-STD-5005D and supporting a 4000 lb capacity.
- Perform loads and stress analysis on the ground cart.
- Provide an electronic data package including programmatic and engineering deliverables, reports, and manuals.
- Utilize aerospace-grade materials (e.g., 7050-T3511, 6061-T6 aluminum, 17-4PH Stainless steel) with Mil-spec certified fasteners.
- Maintain a Quality Management System compliant with AS9100D.
Contract Details & Timeline
- Contract Type: Firm-Fixed-Price (FFP) for CLINs 0001 and 0003. CLIN 0002 is for "Over and Above" work.
- Set-Aside: 100% Small Business.
- NAICS Code: 336413 (Aircraft Manufacturing), Size Standard: 1,250 employees.
- Period of Performance: Approximately 14 months from contract award.
- Delivery Location: NASA Armstrong Flight Research Center in Edwards, CA.

Submission Requirements
Offerors must submit quotes via email in three separate electronic volumes:
- Volume I – Technical Approach (25 pages max): Describe existing capability to meet SOW tasks, demonstrating a thorough understanding and acceptable methods for quality assurance.
- Volume II – Past Performance (10 pages max): List up to five relevant contracts within the past five years, detailing relevancy and work quality. Offerors must ensure client points of contact submit a completed Past Performance Questionnaire (Attachment 2) directly to NASA by June 2, 2026, 5:00 PM PDT.
- Volume III – Pricing (No page limit): Propose firm-fixed pricing for CLINs 0001 and 0003. Quotes must be held firm for 150 calendar days.
Evaluation Criteria
Award will be made using a Price Performance Trade-Off (PPTO) process, where all evaluation factors other than price are significantly more important than price. Factors include:
- Technical Acceptability: Evaluated on a pass/fail basis (Acceptable/Unacceptable).
- Past Performance: Assessed for relevancy (Very Relevant to Not Relevant) and quality (Excellent to Unsatisfactory), leading to an overall Performance Confidence Assessment.
- Price: Evaluated based on total proposed price for CLINs 0001 and 0003.
