Justification & Response
This is a Notice of Intent to Award a Sole Source Contract under the authority of FAR 6.302-1, "Only one responsible source." Gould Bass is identified as the design activity and Original Equipment Manufacturer (OEM) of the SMPU, possessing the unique knowledge, experience, and technical expertise required to produce these systems without developmental effort. The Government does not own, and Gould Bass will not sell, the complete build-to-print technical data necessary for competitive procurement.
This notice is not a request for competitive proposals. However, the Government will consider responses received within fifteen (15) days of publication to determine if a competitive procurement is feasible. A determination not to open the requirement to competition is at the Government's discretion. No solicitation will be available for this procurement.
