Defense Logistics Agency - Energy is issuing a Request for Proposal (RFP) for non-personal services to perform the management, operation, maintenance, product quality surveillance, inventory control and accounting, security, safety, plant protection, and environmental protection of the GOCO Defense Fuel Support Point (DFSP) to include Craney Island, Sewell's Point. The solicitation also has a requirement for alongside aircraft fuel services and fuel storage and distribution for Naval Station (NS) Norfolk (Chambers Field) and Joint Expeditionary Base (JEB) Little Creek-Fort Story.

The contractor must provide all personnel, equipment, tools, materials, supplies, and supervision necessary to receive, maintain, store, sample and test, internally transfer, and issue petroleum products. The contractor will be responsible for all fuel-servicing operations and safeguarding facilities, equipment, and fuel products under its control during normal and adverse conditions. The contractor will issue, defuel, and provide off-station fuel services to aircraft and fixed direct refueling systems. In addition, the contractor will perform bulk fuel operations, system inspections, maintenance, quality surveillance, inventory accountability and safeguarding fuel supplies under its control during normal and adverse conditions.

The period of performance is from April 1, 2025 through March 31, 2029 (four-year base period), April 1, 2029 through March 31, 2034 (five-year option period), and an option to extend the contract, not to exceed six months, from April 1, 2034 - September 30, 2034. Solicitation number will be SPE603-24-R-0506.

DLA Energy will award one Firm-Fixed Price contract. Contract awarded will be subject to FAR 52.222-41, Service Contract Act of 1965. The North American Industry Classification System (NAICS) Code is 493190, and the size standard is $36.5 million. All responsible offerors may submit an offer for consideration.
