This document provides responses to vendor questions regarding the FY26 Annual Fire Q&A, clarifying various aspects of the fire alarm and sprinkler system inspection and testing contract.

• Elevators: There are 25 elevators requiring CAT-1 safety inspection. Elevator recall interface testing is included in the scope of work.
• Sprinkler Systems: Annual inspection and testing of sprinkler systems is required per NFPA 25. Quarterly and semi-annual inspections are not included in the base scope. The last full-flow trip test was completed in August 2024; records will be provided to the successful offeror.
• Fire Alarm Systems: Annual inspection and testing of fire alarm systems is required per NFPA 72. Semi-annual inspections are not included in the base contract scope.
• Proposal Submission: The page limit for the entire submission has been increased to 75 pages. This limit applies to all content except title pages and tables of content. Submissions must be in Adobe PDF portfolio format, which can contain various file types (PDFs, Word, Excel).
• Award Basis: The award will be based on Lowest Price Technically Acceptable (LPTA), which is considered best value to the government.
• Contractor Responsibilities: The contractor is responsible for coordinating with elevator maintenance, building operations, and other service contractors for interconnected systems. Background checks and fingerprinting costs are the contractor's responsibility.
• Hazards: Contractors should anticipate operational hazards, including asbestos and lead. A site-specific hazard assessment is required.
• Parking: GPO offers parking at $9 per day; these costs are not to be charged to the contract.
• Deficiencies: This contract is for inspection and testing only. Deficiency corrections will be performed by the Government or others.
• Wage Determinations: Department of Labor Wage Determinations are not required for this project.

These clarifications refine requirements related to testing frequencies, proposal format, award criteria, and contractor responsibilities, which may impact how bidders prepare their proposals and pricing.

Statement of Work (SOW)

To provide systematic, code-compliant preventive maintenance, inspection, and testing of fire alarm and fire suppression systems for the U.S. Government Publishing Office (GPO) to ensure continuous life safety system operability, compliance with codes, early identification of deficiencies, and accurate system documentation.

Services include inspection, testing, and reporting for:

• Fire Suppression Systems: Wet-pipe sprinkler systems, dry-pipe and pre-action sprinkler systems, standpipe systems, fire pumps, and associated control valves, supervisory devices, gauges, and alarms.
• Fire Alarm Systems: EST3 systems including fire alarm control panels (FACP), networked panels, remote annunciators, initiating devices (smoke, heat, duct detectors, pull stations), notification appliances (horns, strobes, speakers), power supplies, batteries, and monitoring interfaces.
• Elevator Recall: Verification of emergency recall, testing of recall floor operation, functional testing of associated smoke/heat detectors, and verification of signal interface between fire alarm and elevator controller. Repairs to elevator equipment are excluded.

This contract excludes corrective repairs, system modifications, replacement of failed components, system upgrades, code retrofit work, and emergency response services, unless separately authorized.

• Period: Base Year (1 year) with three (3) one-year option periods, for a total contract duration of up to four (4) years.
• Location: U.S. Government Publishing Office, 732 North Capitol Street NW, Washington, DC 20401.

Work must comply with GPO standards, manufacturer requirements (EST3), and specific editions of NFPA standards (NFPA 13, 14, 20, 25, 72), GPO Design Standards, Life Safety Requirements, and OSHA regulations.

Detailed inspection and testing procedures are outlined for fire suppression systems (including fire pumps, sprinkler/standpipe systems, dry and pre-action systems) and fire alarm systems (including smoke detectors, heat detectors, pull stations, duct smoke detectors, waterflow switches, dry pipe valves, hi/lo pressure switches, tamper switches, strobes/horns, and alarm devices).

• Work to be coordinated with the GPO Contracting Officer's Representative (COR) during normal business hours.
• All impairments must be coordinated and approved in advance.
• Deliverables include annual inspection and testing reports, device counts, deficiency reports, and retest documentation, submitted electronically in PDF format within ten (10) business days of service completion.

Technicians must be qualified, trained, and certified, with specific experience requirements for Fire Pump Technicians, Sprinkler Technicians, and Fire Alarm Technicians (including NICET certification and years of relevant experience).

Contractors must comply with OSHA, GPO safety, and building security requirements, including badging and escort procedures. Personnel must conduct themselves professionally and adhere to GPO rules.

A Project Manager must be designated, with specific qualifications related to fire alarm/suppression contracts and multi-building facilities. Issues affecting life safety must be reported immediately to the COR.
