Scope of Work
The contractor will be responsible for the complete manufacture of TTP sleeve products, including printing of both the sleeve and an accompanying insert. Key requirements include:
- Meeting specific size, thickness, and printing specifications (e.g., PMS 295 + Clear UV Coating for sleeves, 100% paper for inserts).
- Ensuring sleeves prevent unauthorized RFID interrogation, protect credential integrity, and meet shielding effectiveness standards comparable to GSA APL-approved FIPS 201 card sleeves.
- Adhering to performance requirements for RFID blocking and shielding effectiveness tests.
- Packaging and marking products according to specified commercial practices and GPO requirements.
- Compliance with comprehensive Contractor Security Requirements (Attachment J.3), covering physical, personnel, IT, operations, material security, shipping, and business continuity.

- Contract Type: Indefinite Delivery/Indefinite Quantity (IDIQ) with Firm-Fixed-Price (FFP) Delivery Orders.
- Period of Performance: Five years, from October 1, 2026, through September 30, 2031.
- Maximum Quantity: Up to 5.5 million units annually.

- Eligibility: Offerors must be registered in SAM prior to award. Subcontracting is limited to 40% of the total contract amount.
