Amendment / Modification

This amendment to solicitation 040ADV-25-R-0038, originally dated 12/22/2025, makes the following changes:

• Vendor Questions: Responses to vendor questions are posted.
• SAM Registration: The requirement for SAM registration at the time of proposal submission is eliminated. Offerors must now register by the time of award.
• Cover Letter: The requirement for SAM registration at the time of proposal submission is removed and replaced with registration at the time of award.
• Section H (Special Contract Requirements): Subsection H.7, "Consent to Subcontracts," is removed entirely.
• Section I (Contract Clauses): The following clauses are removed:
  • 52.209-6, Protecting the Government's Interest When Subcontracting with Contractors Debarred, Suspended, or Proposed for Debarment (JUL 1995)
  • 52.244-2, Subcontracts (AUG 1998)
  • 52.244-5, Competition in Subcontracting (DEC 1996)
  • 52.244-6, Subcontracts for Commercial Items (MAY 2002)
• Section L (Instructions, Conditions, and Notices to Offerors): The following parts are removed from Subsection L.7:
  • Part 6 - Consent to Subcontractors
  • Part 7 - Letters of Commitment (Subcontractors)
  • Part 8 - Information to Support Consent to Subcontractor(s)

Cover Letter, Section H, Section I, and Section L.

The United States Government Publishing Office (GPO) is seeking proposals to purchase TWIC PIN Mailers. These mailers are essential for the issuance of NexGen TWIC Cards by the Transportation Security Agency (TSA) and are used for the postal delivery of Personal Identification Numbers (PINs) to cardholders.
