This solicitation is for the rental of Grade D Air Compressors and Regenerative Air Dryer Units. The government is procuring these services to meet operational needs at the Norfolk Naval Shipyard.

• Rental of three (3) Grade D Air Compressors with a capacity of 800 cubic feet per minute (CFM).

• Rental of three (3) Regenerative Air Dryer Units with a minimum capacity of 930 CFM.

• All equipment must meet the specifications outlined in the Statement of Work.

• Shipping costs for inbound and outbound delivery are included.

• The solicitation issue date is May 13, 2026.

• The offer due date is May 20, 2026, at 10:00 AM.

• The estimated value is USD 40,000,000.00.

• The contract type is Firm Fixed Price.

• The period of performance for the base contract is from June 1, 2026, to May 17, 2027.

• There are two (2) six-month option periods available.

• Quotations are due by May 20, 2026, at 10:00 AM Eastern Standard Time.

• Quotations must be submitted via email to the Contract Specialist and Contracting Officer.

• Questions for clarification must be submitted by May 18, 2026, at 10:00 AM Eastern Standard Time.

• Award will be made to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

• Evaluation factors include Technical Capability, Delivery, and Price.

• Technical acceptability will be rated as "acceptable" or "unacceptable".

• Quotations must be submitted in Adobe Acrobat .pdf format.

• This acquisition is set aside for Small Business.

• The North American Industry Classification Standard (NAICS) code is 532490.

• The size standard is 1350 employees.

• Offerors may propose on one/some/all of the items identified.

• Submission of a quote implies agreement to partial contract award.

• Quotations shall be valid for 60 days.

This document, "Technical Capability/Contractor Responsibility Certification Statement," is an attachment to the solicitation (N4215826Q0020). It requires vendors to certify their ability to provide rental services for three (3) 800 CFM Grade D Air Compressors and three (3) 930 CFM Regenerative Air Dryer Units. This form must be completed and submitted with the vendor's quote to be considered technically acceptable.

For Air Compressors (Item #0001):

• Minimum 800 CFM at 125 PSIG
• Oil-free, rotary screw design (oil-flooded is not acceptable)
• Grade "D" air or ISO 8573-1 Class 0
• Moisture separator (electric type)
• Fixed speed design (variable speed is not acceptable)
• Electrically powered (460V, 3-phase, 60HZ)
• Capable of 24/7 operation
• Weather resistant, NEMA Type 4 compliant
• Compliant with OSHA and ASME Boiler and Pressure Vessel Code
• Includes specific requirements for relief valves, pressure gauges, power cable fittings, discharge connections, and lifting attachments.

For Regenerative Air Dryers (Item #0002):

• Dew point to -65 degrees Fahrenheit
• Capable of handling at least 930 CFM at 125 PSIG
• 110/120 VAC, 60 HZ, 1 Phase
• Self-contained, producing dry air without additional utilities
• Oil-free air
• Capable of 24/7 operation
• Heatless, non-refrigerated, twin tower design
• Weather resistant, NEMA Type 4 compliant
• Wholly contained in a portable container or skid
• Compliant with OSHA and ASME Boiler and Pressure Vessel Code
• Includes specific requirements for relief valves, pressure gauges, power cable fittings, discharge connections, and lifting attachments.

Vendors must carefully review each specification for both the air compressors and air dryers. They must indicate "YES" or "NO" for each item to certify compliance. Failure to complete this form in its entirety will result in the quote not being considered technically acceptable. The company name and cage code must also be provided, along with signature and date.

Statement of Work (SOW)

This Statement of Work (SOW) details the requirements for the rental of Grade D Air Compressors and Regenerative Air Dryers for the SCAT service at Norfolk Naval Shipyard (NNSY).

• Rental of three (3) 800 cubic feet per minute (CFM) Grade D Air Compressors.

• Rental of three (3) 930 cfm minimum Regenerative Air Dryer Units.

• Equipment must meet specific technical specifications outlined in the SOW.

• Location of work is NNSY waterfront CIA area, potentially supporting the Ford Project at Pier 5A, with possible relocation within NNSY or externally.

• Air compressors must provide at least 800 CFM at 125 psig, be oil-free rotary screw design, and electrically powered for 460 VAC, 3-phase, 60HZ.

• Air compressors must be capable of running 24/7 and be weather-resistant (NEMA Type 4).

• Regenerative air dryer units must handle at least 930 CFM at 125 psig, provide a dew point of -65 degrees F, be electrically powered for 110/120 VAC, 1-phase, 60HZ, and be self-contained.

• Dryers must be heatless, non-refrigerated, twin tower design with automatic condensate purges.

• All exposed components must be weather-resistant (NEMA Type 4).

• Period of Performance (POP) is to be determined by schedule.

• Location of work is Norfolk Naval Shipyard (NNSY).

• Equipment must be portable, transportable by forklift and crane.

• Compliance with applicable OSHA and ASME Boiler and Pressure Vessel Code regulations.

• All units must have suitable attachments for overhead lifting with a design factor of five to one.

• Equipment must be marked with "Lift Here" and gross weight.

• Contractor must provide engineering drawings/sketches, operating manuals, and 24/7 on-call repair service.

• Contractor is responsible for delivery, pick-up, and any necessary connections.

• Specific interface requirements for electrical and mechanical connections are detailed in Appendix A.

• Safety requirements, including Hazardous Energy Control (HEC) and Defense Biometric Identification System (DBIDS) badging, are mandatory.

• Access to classified information or spaces may require security clearance.

• Specific requirements for Restricted Data (RD) and Controlled Unclassified Information (CUI) access are outlined.
