This is a pre-solicitation synopsis for a non-competitive (sole source) award of a purchase order for the READ 180 Reading Intervention Program. The Department of War Education Activity (DoWEA) intends to negotiate this award with Houghton Mifflin Harcourt Pub. to ensure continuity of critical instructional support services while a competitive acquisition for the follow-on requirement is completed. The program aims to enhance instructional effectiveness, address learning needs, and support differentiated instruction.

• An "off-the-shelf" reading intervention resource for grades 6-12.

• Must be 100% digital.

• Must be correlated to the College and Career Ready Standards for Literacy (CCRS-Literacy).

• Must be grounded in research-based best practices.

• Must provide explicit, systematic interactive instruction to accelerate reading proficiency.

• Must support the development of oral language skills.

• The solution must be commercially available and complement, not replace, existing instructional programs.

• Period of Performance: 12 months, August 3, 2026 – August 2, 2027.

• The acquisition is conducted under simplified commercial procedures (FAR Part 12 Overhaul).

• This is not a request for competitive proposals, but interested parties may identify their interest and capability.

• Responses must include unit price, list price, delivery period after award, prompt payment discount terms, F.O.B. Point, UEI, TIN, and business size certification.

• All offerors must have active registration in the System for Award Management (SAM).

• Responses are due by April 24, 2026, 12:00 PM ET.

• NAICS Codes: 513130 (Size Standard: 1000 employees) and 513210 (Size Standard: $47,000,000).

• The government will determine whether to proceed on a non-competitive basis or conduct a competitive procurement based on responses.

• The incumbent provider is Houghton Mifflin Harcourt Pub., and they are uniquely positioned due to existing integration and historical data.

• Transferring to another provider would cause significant disruption and data loss.

• DoWEA will not be responsible for any costs incurred in responding to this notice.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for providing off-the-shelf reading intervention resources and a data collection/management tool for students in grades 6-12 within the Department of Defense Education Activity (DoDEA) system. The goal is to build reading proficiency levels from below grade level to expected grade-level performance for striving readers, supporting their success in college and careers.

• Student Resources: Provide 100% digital, CCRS-Literacy correlated, research-based instructional resources. These resources should increase engagement, support fluent and independent reading, encourage deep thinking, improve writing for comprehension, develop oral language skills, build foundational literacy skills, and include age-appropriate materials with options for student choice. Resources must also differentiate instruction for diverse learners and include assessments to shape instruction and monitor progress.

• Teacher/Specialist Resources: Provide digital teacher guides, supplementary resources, and strategies for reading specialists to identify student needs, provide instruction, and monitor progress. This includes strategies for facilitating literacy growth and digital diagnostic, formative, entry, and exit assessments aligned with CCRS-Literacy.

• Technical Support: Provide industry-standard technical support via telephone or email within one business day.

• Digital Requirements: Resources must be compatible with DoDEA's learning management system (Schoology) and Google Classroom, supporting single sign-on (SSO) via ClassLink. They must meet specific technical requirements including browser compatibility, SCORM compliance, and adherence to cybersecurity standards (FedRAMP Level 2).

• Student Resources: Access available 24/7/365 with minimal downtime.

• Technical Support: Acknowledge requests within two hours and resolve 90% within one business day, with the remaining 10% resolved within five business days.

• Digital Resources: Must be 100% PWS-compliant.

• Work shall be performed at the Contractor's facilities.

• Resources must be available for the life of the contract.

• Copyrighted content must be updated regularly, not exceeding one school year beyond its current date.

• Cybersecurity: Strict adherence to DoD and DoDEA cybersecurity requirements, including FedRAMP Level 2 standards, data encryption, and prompt notification of any breaches.

• Privacy: Compliance with the Privacy Act, protection of Personally Identifiable Information (PII), and mandatory privacy training for personnel.

• Accessibility: Compliance with Section 508 of the Rehabilitation Act for all ICT deliverables.

• Data Rights: All data developed is the property of the Government.

• Nondiscrimination: Resources must be free of bias.

• Liaison: A designated liaison and alternate liaison responsible for contract performance and communication.
