Quick Summary
The Executive Office for United States Attorneys (EOUSA), on behalf of the U.S. Attorney's Office, Eastern District of Texas (USAO-TXE), is soliciting proposals for a Multiple Award Indefinite Delivery/Indefinite Quantity (IDIQ) contract for Grand Jury and/or Deposition Court Reporting Services. This acquisition is a 100% Women-Owned Small Business (WOSB) Set-Aside. The anticipated award date is March 2026. Proposals are due by March 10, 2026, at 4:00 p.m. ET.
Scope of Work
The contractor will provide all labor, supervision, and transportation for court reporting services, including recording and transcription of Grand Jury and Deposition proceedings. Services are required across the Eastern District of Texas, specifically in Sherman, Beaumont, and Plano, with potential for remote services and other TBD locations. Historical data indicates Grand Jury sessions occur 1-2 weeks per month (12-24 days/year), and approximately 100 depositions per year, each lasting about 8 hours. Minimum staffing is one court reporter and one videographer per location, with maximums of ten reporters and four videographers.
Contract Details & Performance Standards
This is an IDIQ contract with Time-and-Materials (T&M) orders, comprising one Base Year (April 1, 2026 - March 31, 2027) and four one-year Option Periods, for a total potential duration of five years (through March 31, 2031). The NAICS code is 561492 (Court Reporting and Stenographic Services) with a $19M size standard. A minimum dollar guarantee of $3,000 is provided for the initial Base Period.
Performance standards are stringent, requiring transcripts in .pdf or .ptx format with specific turnaround times: Regular (10 business days), Intermediate (5 business days), Daily/Next-Business Day, and Expedited/Same-Business Day. Condensed transcripts and keyword indexing are mandatory. Videography services include live streaming and recording, with remote depositions requiring advanced technical capabilities (e.g., exhibit control, breakout rooms). Grand Jury transcripts are government-exclusive. Staffing reliability, accuracy, and turnaround time are critical performance areas.
Special Requirements
Grand Jury Court Reporters must possess a T4 High Risk Public Trust background clearance and a Texas Notary commission (preferred). All unit prices must be fixed and inclusive of all costs. The Service Contract Labor Standards Act and applicable Wage Determinations (WD 2015-5217 and WD 2015-5255) apply. Stringent security protocols for handling Grand Jury material, as detailed in Attachment 4, are mandatory.
Submission & Evaluation
This is a Best Value determination, where Technical Approach and Organizational Past Performance are more important than Price. Offerors must address their technical approach, including recording methods, Grand Jury security, staffing accessibility, and remote deposition capabilities. Past performance references from the last three years are required.
Quotes must be emailed to Spencer Kroner (spencer.kroner@usdoj.gov) by the deadline. Submissions must include a completed SF1449, Unique Entity ID (UEI), and Tax Identification Number (TIN).
