Sources Sought Notice

This notice is for informational purposes to conduct market research for comprehensive graphic design support services for the Pentagon Graphic Design Support Services under NAICS code 541430. The government is seeking to identify qualified and experienced parties capable of providing these services.

The contractor will be required to provide a full spectrum of non-personal services to support the Pentagon Graphic Design Exhibits Program. This includes research, design, fabrication, delivery, installation, quality inspection, removal, relocation, and temporary storage of exhibits. Specific task elements include:

• Project Management

• Design and Research

• Fabrication and Installation

• De-installation, Relocation, and Storage

• The anticipated contract type is a five-year Blanket Purchase Agreement (BPA).

• Period of Performance: September 29, 2026 through September 28, 2031.

• Estimated Total Value: $3,500,000.00 to $4,500,000.00.

• Place of Performance: National Capital Region (NCR) and Contractor site(s).

• This is not a Request for Proposal (RFP); no contract will be awarded from this announcement.

• Interested parties must submit a capabilities statement addressing experience, staffing, and technical capabilities related to the critical task elements.

• Responses are due by June 15, 2026, at 10:00 AM (Eastern Standard Time).

• Submissions must be via email to whs.mc-alex.ad.mbx.ks@mail.mil with the subject line: "Response to Sources Sought# SY022520261127 – ESD Graphic Design Support Services".

• No hard copy submissions or telephone requests will be honored.

• The government is particularly interested in responses from small business concerns, including 8(a), HUBZone, SDVOSB, WOSB, and EDWOSB.

• The proposed acquisition strategy transitions from historical direct 8(a) awards to a competitive total small business set-aside.

• Small business size standard for NAICS 541430 is $9 million.

• The government will not reimburse respondents for any costs incurred in preparing a response.

• Responses may be used for any purpose deemed necessary and legally appropriate, including future solicitations.

• Contractor must have an approved contractor badge to enter the Pentagon; no security clearance is required for the work itself.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide support services for the Pentagon Exhibits Program, including research, design, fabrication, delivery, installation, de-installation, relocation, and temporary storage of exhibits.

• Provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and non-personal services for Pentagon Graphics Exhibits.

• Tasks include research, design, fabrication, installation, de-installation, relocation, and temporary storage of exhibits.

• The contractor will oversee all aspects of graphic exhibit design, research, fabrication, installation, de-installation, relocation, and storage.

• Research and design services will be provided in support of graphics exhibit projects, with specific project details in each Task Order's SOW.

• Full capability for fabrication, delivery, and installation services is required.

• Limited storage for some displays may be required, including transport of display components.

• Performance requirements will be summarized into performance objectives related to mission essential items.

• Performance thresholds will describe minimum acceptable levels of service, with a potential for "Zero deviation from standard."

• Specific performance objectives, standards, and thresholds will be determined under each Task Order.

• The ordering period for the Blanket Purchase Agreement (BPA) is five years.

• Work will be performed in the National Capital Area Region (NCR), primarily at the Pentagon.

• A BPA will be established, with individual Task Orders solicited via Request for Quotation (RFQ).

• Task Orders will typically have a 2-10 day response period for quotes.

• Quotes must include technical solution and price breakdown.

• A Quality Control Program (QCP) must be developed and maintained, submitted within 15 days of award.

• Contractor personnel require an approved building pass badge to enter the Pentagon; no security clearance is required.

• Key Personnel: Project Manager with specific experience in exhibit design/building for the federal government and national museums.

• Government-furnished materials include diagrams, layouts, design files, and floor plans.

• Contractor-furnished items include all supplies, equipment, facilities, and services not provided by the government.

• Recognized holidays are listed, and contractors are not required to perform services on these days.

• Hours of operation for business are aligned with WHS COR hours (8:00 AM - 4:30 PM), with flexibility for early arrival (6:30 AM) and late departure (6:30 PM).

• All task orders will be firm-fixed price contracts.

• A Price Proposal Template is provided for labor categories/materials, hours, labor rate, and total.
