Submission & Evaluation
Offerors must submit quotes electronically via email to Ryan Jorgensen (ryan.r.jorgensen.civ@health.mil) and Tonya Kreps (tonya.r.kreps.civ@health.mil). Quotes must be precise, factual, complete, and submitted in two separate volumes: Volume 1 (Technical) and Volume 2 (Business). Volume 1 is limited to 10 single-sided pages. Offerors must have an active SAM record with all required representations and certifications. Questions regarding the solicitation were due by May 11, 2026.
Award will be made on a best-value trade-off basis, considering three factors:
- Factor A – Technical: Assesses risk based on comprehensiveness and quality. (Significantly more important than Factor B)
