  • General: Clearly indexed, logically assembled, legible. Use 12-point Times New Roman font, single-spacing, 1.0-inch margins. Spell out acronyms on first use.
  • Volumes: Each volume must be a separate, labeled document.
  • Volume 1 (Technical): Limited to 10 single-sided pages (excluding title page, table of contents, acronyms page, and marketing brochures). Must demonstrate conformance to Essential Characteristics and the Performance Work Statement.

• Contract Type: Firm-Fixed Price (FFP)

• Award Basis: Best-value procurement, considering price and other factors.

• Evaluation Approach: Trade-off basis, considering all three factors. Non-price factors (A and B) combined are significantly more important than price (C). Award may be made to a higher-priced offeror if justified by superior technical merit or completeness.

• Minimum Requirements: Offerors must achieve a minimum rating of "Acceptable (Green)" for Technical (Factor A) and "Satisfactory Confidence" or "Neutral Confidence" for Completeness (Factor B) to be considered for award.

• Technical Volume Evaluation: Rated using "Outstanding," "Good," "Acceptable," "Marginal," and "Unacceptable" ratings, with "Acceptable" being the minimum.

• Business Volume Evaluation: Evaluated separately for completeness and not used in trade-off analysis. Incomplete volumes may be revised during discussions or clarifications.

• Price Volume Evaluation: Assesses fair and reasonable pricing using various techniques (e.g., competition, market research, historical prices).

Statement of Work (SOW) / Performance Work Statement (PWS)

• Two-way ANOVA (with repeated measures in one or both factors) with post-hoc tests.
• Kaplan-Meier survival analysis (with log-rank test).

Column Statistics:

• Calculation of info, max, quartiles, mean, SD, SEM, CI, CV.
• Mean or geometric mean with confidence intervals.
• Frequency distributions (bin to histogram), including cumulative histograms.
• Normality testing (three methods).
• One sample t test or Wilcoxon test (comparing column mean/median to theoretical value).
• Skewness and Kurtosis.
• Outlier identification (Grnbbs or ROUT method).

Regression and Correlation:

• Linear regression and correlation.
• Nonlinear regression.

Clinical Statistics:

• Clinical (diagnostic) lab statistics.
• Bland-Altman plots.
• Receiver operator characteristic (ROC) curves.

Software Licensing:

• All software licensing, warranty, and services must be in accordance with Original Equipment Manufacturer (OEM) terms and conditions.
