Wage Determination

This document is a Wage Determination issued by the U.S. Department of Labor, Employment Standards Administration, Wage and Hour Division, under the Service Contract Act. Statement of Work (SOW) / Performance Work Statement (PWS)

To provide professional services, supervision, equipment, vehicles, labor, tools, quality control, storage, transportation, and supplies for the removal and disposal of Graywater from Oscoda-Wurtsmith Airport (OWA) to a water treatment plant.

• Supply and set up two (2) 1,000-gallon holding tanks on August 2, 2026.

• Collect and transport Graywater twice daily from the contractor-provided tanks and four (4) customer-provided 400-gallon tanks.

• Dispose of collected Graywater at a water treatment plant.

• Estimated Graywater volume: 2,500 – 3,000 gallons/day, with a maximum of 3,500 gallons in a single day.

• Site activities include Field Feeding, Shower, and Laundry.

• Remove contractor-provided tanks by the end of the day on August 13, 2026.

• Period of Performance: August 1, 2026 – August 13, 2026.

• Set up: August 2, 2026.

• Tear down and pack up: August 13, 2026.

• Place of Performance: Oscoda-Wurtsmith Airport (OWA), MI.

• Contractor must have proper HAZMAT waste certification for transporting Graywater over public roads, provided within 10 days of award.

• Contractor must comply with all federal and state OSHA requirements and guidelines from the Department of Health Services and Department of Transportation for Graywater transportation.

• Contractor is not required to perform service on any military installation.

• Contractor must appoint a single individual to coordinate airport access with the Government Point of Contact (POC) at least ten (10) business days prior to commencement of work.

• Replace unserviceable tanks within 2 hours of notification.

• AM removals: 10:00 AM – 12:00 PM.

• PM removals: 7:00 PM – 9:00 PM.
