This is an official Request for Quote (RFQ) for Grease Trap Cleaning services at Mountain Home Air Force Base, Idaho. This announcement serves as the sole solicitation, and no separate written solicitation will be issued. The government intends to award a Firm Fixed-Price Contract.

• Grease Trap Cleaning services as detailed in the attached Performance Work Statement (PWS).

• Wage Determination REV 27 is also attached.

• Contract Type: Firm Fixed-Price

• Period of Performance: Base Year (20 June 2026 - 19 June 2027) with four Option Years extending through 19 June 2031.

• Quotes are due by 10:00 AM Local time (MST) on 14 May 2025.

• All submissions must be emailed to the Contracting Officer and Contracting Specialist listed on page one.

• Clearly identify RFQ# FA489726QA018 in the subject line.

• Technical proposals and all documents shall not exceed 10 pages.

• .zip files are not an acceptable format.

• Evaluation Factors: Technical Capability, Price, and Past Performance. Award will be made to the offeror representing the best value.

• Pricing must be held firm for 60 days from the quote due date.

• This is a 100% Total Small Business Set-aside.

• NAICS Code: 562998 (All Other Miscellaneous Waste Management Services)

• SB Size Standard: $16.5 Million

• Offerors must be registered in the System for Award Management (SAM).

• All questions regarding the RFQ must be emailed by 10:00 A.M. MST on 7 May 2026.

• Payment terms are NET 30 FOB Destination.

• The attached document includes various FAR and DAFFARS clauses incorporated by reference and in full text, including those related to payment, security, and essential contractor services.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for Grease Trap Pumping Service at Mountain Home AFB, Idaho.

• Provide all supervision, personnel, equipment, tools, and materials for grease trap services.

• Inspect all identified grease traps for proper operation prior to pumping.

• Pump grease traps to ensure proper operation and functionality, removing all solids and liquids.

• Dispose of all removed waste at a regulatory-approved facility, complying with all federal, state, and local regulations.

• Conduct post-inspection of grease traps to ensure internal fittings and fixtures are in good condition and functioning properly.

• Provide and maintain all necessary equipment and vehicles, which must be clearly marked with the company name.

• Respond to out-of-cycle service requests (Service Calls) within 24 hours of notification.

• Perform sampling and laboratory analysis to ensure compliance with regulatory requirements.

• All removed waste must be hauled off the installation and disposed of at an approved site (100% quality, 100% inspection).

• All records and results must be given to the COR (100% quality, 100% inspection).

• Contractor must respond within 24 hours for unscheduled Service Calls (90% quality, 100% inspection).

• Copies of waste manifests, sampling results, and fee documentation must be provided to the COR prior to billing (100% quality, 100% inspection).

• Services are to be performed at Mountain Home AFB, Idaho.

• The PWS is dated 20 March 2026.

• Compliance with Federal, state, local, EPA, AWWA, and ANSI standards.

• Hazardous Material (HAZMAT) inventory and Safety Data Sheets (SDS) submission.

• Approval required before bringing hazardous materials onto the installation.

• Proper storage and handling of materials, including hazardous materials.

• Notification of environmental spills and adherence to cleanup procedures.

• Submission of a Quality Control Plan (QCP) within 10 business days of contract award.

• Submission of a Work Schedule within 10 business days of contract award.

• Appointment of a contract manager and alternate(s) in writing within 10 business days of contract award.

• Submission of a contingency plan for operating under crisis conditions within 30 calendar days of contract award.

• Contractor personnel require installation access via 366 SFS Form 30.

• Contractor employees must present a neat appearance and be easily recognized.

• Contractor employees must fluently read, write, speak, and understand English.

• Insurance requirements include Workman's Compensation, Employers Liability, General Liability, and Automobile Insurance.

• Appendices include Grease Trap Locations and Sizes, Map of Facilities with Grease Traps, Customer Complaint Record, Performance Action Report, and Corrective Action Report.
