Quick Summary
The USDA Agricultural Research Service (ARS) is soliciting proposals for a Firm Fixed-Price contract for Greenhouse Roof Replacement and Rail Replacement at the USDA Sugarcane Research Site in Houma, Louisiana. This opportunity is set aside for Total Small Business. Proposals are due by May 14, 2026, at 11:30 AM.
Scope of Work
This project involves two distinct phases:
- Greenhouse Roof Replacement: Removal of existing 16mm double-skinned acrylic roof panels and installation of new 16mm triple wall/x wall polycarbonate panels. The latest RFI response clarifies that triple wall/x wall is acceptable due to the unavailability of American-made 16mm twin wall. The new roof must be water-tight, with a 1-year installation warranty. The scope also includes adjusting and straightening damaged ridge vent drive rods. This is an emergency repair to be completed as soon as possible.
- Photoperiod Rail Replacement: Removal and replacement of existing steel rails and fasteners for twelve sugarcane carts. This involves installing continuous Fiberglass Reinforced Polymer (FRP) extrusions (custom rail and trough profiles, Polyester resin, 900lbs wheel load capacity) grouted with 9000 PSI non-shrink epoxy grout. Alternate rail materials like Stainless Steel are not accepted due to corrosive fertilizer. This phase is scheduled for December 2026 - March 2027.
Key Requirements
- Materials: Roof panels must meet DIN 5063 (70% light transmission after 10 years) and ASTM D-635 (flammability). FRP components for rails must meet specified dimensions, load support, and environmental performance for hot, humid, coastal conditions.
- Warranties: 1-year installation warranty for the roof, plus manufacturer's warranties on materials (e.g., 10-year for roof panels).
- Staffing: A single individual can serve as Superintendent, Quality Control Manager, and SSHO if qualified and on-site, but a second qualified SSHO is required for work at 15 feet or higher or crossing the greenhouse floor.
- Bonds & Wages: Bid bonds, bid guarantee, and construction payment and performance bonds are required. Davis-Bacon wages apply, as detailed in Wage Determination LA20260046.
Contract Details & Timeline
- Contract Type: Firm Fixed-Price.
- Period of Performance: 10 months, with the roof replacement phase to begin after Notice to Proceed and the rail replacement phase from December 2026 to March 2027. The Period of Performance will be adjusted to accommodate a 6-week lead time for roof panels.
- Proposal Due Date: May 14, 2026, at 11:30 AM.
- Offer Validity: 90 calendar days.
Eligibility & Evaluation
- Set-Aside: Total Small Business.
- NAICS Code: 236220 - Commercial and Industrial Construction.

Important Notes
Multiple amendments (0001, 0002, 0003, 0004) have been issued, primarily providing responses to Requests for Information (RFIs) and extending the bid due date. The latest RFI responses clarify material specifications for roof panels. A mandatory site visit was held on April 23, 2026. Bidders must acknowledge receipt of all amendments.
