Quick Summary

The USDA Agricultural Research Service (ARS) is soliciting proposals for a Greenhouse Roof Replacement and Rail Replacement project at the USDA Sugarcane Research Site in Houma, LA. This is a Firm Fixed-Price contract set aside for Total Small Businesses. The project involves replacing existing greenhouse roofs and photoperiod rails. Proposals are due by May 14, 2026.

Scope of Work

The project is divided into two main scopes:

  • Greenhouse Roof Replacement (Scope A): This involves replacing existing 16mm double-skinned acrylic roof panels with new impact-modified acrylic or polycarbonate sheets, specifically referencing Makrolon® Polycarbonate Multi Wall Sheets or ACRYLITE® Resist High Impact Acrylic Double-Skin Sheets. The work includes removing old panels, cleaning frames, replacing vent components, and repairing/adjusting damaged ridge vent drive rods. The roof must be water-tight, with a systematic water test required. Panels must meet DIN 5063 for 70% light transmission after 10 years and ASTM D-635 for flammability. A one-year installation warranty is required. This is an emergency repair to be completed as soon as possible after Notice to Proceed.
  • Photoperiod Rail Replacement (Scope B): This entails removing and replacing existing steel rails and fasteners for twelve sugarcane carts. The process includes saw-cutting and grinding concrete slots, installing continuous Fiberglass Reinforced Polymer (FRP) extrusions (custom rail and trough profiles), and grouting them with 9000 PSI non-shrink epoxy grout. Alternate rail materials like Stainless Steel will not be accepted due to fertilizer corrosion. The FRP profiles must support a 900lbs wheel load over a 12-inch span and use Polyester resin. This phase must be completed during the winter months, specifically December 2026 - March 2027.

  • RFI Responses clarified that the Basis of Design for fiberglass rails utilized LP Liberty Pultrusions, and alternate materials like Stainless Steel are not accepted. The Period of Performance will be adjusted for roof panel lead time. Warranty is one year after installation plus manufacturer's warranty. A single individual can fulfill Superintendent, QC Manager, and SSHO roles if qualified and on-site, but a second qualified SSHO is required for work at heights of 15 feet or higher or crossing the greenhouse floor. The scope includes adjusting/straightening bent ridge frames, with contractors required to report other damaged vents.
