Quick Summary
The Department of the Navy / NAVFAC Systems and Expeditionary Warfare Center is seeking GRID 20/20 data collection and monitoring services for Marine Corps Base Camp Pendleton, CA. This is a Combined Synopsis/Solicitation (RFQ) issued on an other than full and open competition basis, with a sole source justification for Grid 20/20, Inc. The requirement is for annual software, monitoring, and technical support services for existing Advanced Transformer Infrastructure (ATI) and Gridwire Fire-Spy hardware. Quotes are due April 24, 2026, at 12:00 PM Pacific Time.
Scope of Work
The services required include:
- Data Collection & Analytics: Annual service for data collection engine, monitoring, management tools, and analytics portal for device deployment, operation, maintenance, and data delivery.
- ATI Transformer Data Communications: Annual service for remote monitoring, real-time data transfer (every 15 minutes), fault detection, and predictive maintenance for transformers.
- ATI Notifications: Annual service for automated outage and restoration notifications.
- ATI GRID Watchdog SaaS: Annual recurring services for automated alerts, load & voltage heat maps, and feeder voltage profile reports.
- Onsite & Virtual Technical Support: Up to 25 hours annually during normal working hours (applies to option years 1-4).
- FedRAMP Cybersecurity Services: Provide and maintain FedRAMP Cybersecurity Services at DoD Impact Level (IL) 4, including annual 3PAO audits (applies to option years 1-4). This is a critical requirement, as Grid 20/20, Inc. is the only vendor confirmed to possess this certification.

Submission & Evaluation

A technical narrative demonstrating the ability to meet Statement of Work (SOW) requirements is also required.
- Evaluation Criteria: The Government will evaluate technical capability against the SOW. If requirements are met, total price reasonableness will be determined.
- Key Deadlines:
- RFIs Deadline: April 21, 2026
- Quote Submission Deadline: April 24, 2026, 12:00 PM Pacific Time.
Additional Notes
This procurement is justified as sole source because the required services integrate exclusively with existing, proprietary Grid 20/20 hardware already installed at Camp Pendleton. Engaging any other vendor would necessitate system replacement, leading to significant costs and operational delays. Certified cost or pricing data is not required.
