Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial services to acquire Grid 20/20 data collections and monitoring services through ATI HESS data collection software, Transformer data communications and services, and provide onsite and virtual technical support for Marine Corps Base Camp Pendleton's Electrical and Gas Division. The solicitation is issued as a Request for Quotation (RFQ) on an other than full and open competition basis, citing the sole source justification of Grid 20/20 (CAGE: 972M8) as the only contractor capable of meeting all requirements.

• Task 1: Annual service for data collection engine, monitoring, and management tool for device deployment, operation, maintenance, and data analytics portal.

• Certified cost or pricing data is not required. A technical narrative is requested.

Statement of Work (SOW)

To provide services for the GRID 20/20 system, which enhances grid reliability and efficiency through advanced transformer monitoring, data analytics, and communication services for Marine Corps Base Camp Pendleton.

• Provide ATI and GFS Head-End Software Solutions (HESS) SaaS for continuous monitoring, data collection, device management, firmware upgrades, and analytics.

• Ensure ATI transformer data communication every 15 minutes, including outage notifications and GRID Watchdog services with automated alerts.

• Monitor power flow using real-time data to identify inefficiencies, decrease voltage sags, and prevent outages.

• Enable real-time load control and demand response for electricity usage management.

• Comply with Department of Defense (DoD) energy resilience metrics and standards.

• ATI transformer data communication every 15 minutes.

• Automated alerts for GRID Watchdog.

• Real-time load and voltage heat maps and feeder voltage profile reports.

• Period of Performance: Annual service consisting of a base year plus four option periods.

• Delivery Date: No later than January 1, 2027.
