Quick Summary
The Department of the Navy / NAVFAC Systems and Expeditionary Warfare Center intends to award a sole-source contract to Grid 20/20, Inc. for GRID 20/20 data collections and monitoring services at Marine Corps Base Camp Pendleton, CA. This combined synopsis/solicitation seeks to acquire essential services for existing proprietary hardware. Quotes are due April 24, 2026.
Scope of Work
This opportunity requires annual services for the GRID 20/20 system, enhancing grid reliability and efficiency through advanced transformer monitoring, data analytics, and communication. Key tasks include:
- Data Collection & Analytics: Annual service for the data collection engine, monitoring, management tool, and analytics portal.
- ATI Transformer Data Communications: Annual service for remote monitoring, real-time data transfer (every 15 minutes), fault detection, and predictive maintenance.
- ATI Notifications: Annual service for automated outage and restoration notifications.
- GRID Watchdog SaaS: Annual recurring services for automated alerts, load & voltage heat maps, and feeder voltage profile reports.
- Onsite & Virtual Technical Support: Up to 25 hours annually during option years 1-4.
- FedRAMP Cybersecurity Services: Provide and maintain FedRAMP Impact Level (IL) 4 cybersecurity, including annual 3PAO audits (applies to option years 1-4).
Sole Source Justification
The government's intent to award directly to Grid 20/20, Inc. is based on a sole-source justification. This is due to the existing proprietary Grid 20/20 hardware already installed at Camp Pendleton, which requires exclusive integration with these services. Grid 20/20, Inc. is also the only vendor confirmed to possess the mandatory FedRAMP IL4 Cybersecurity Certification required for operation on a DoD network. Engaging another vendor would necessitate costly system replacement and unacceptable operational delays.
