This is a combined synopsis/solicitation (RFQ) for commercial items to provide pest and rodent control treatment services at four administrative sites within the Grindstone Ranger District, Mendocino National Forest. The services are required to minimize attraction and harboring of pests, perform extermination and control procedures, and ensure sites are free of pests and their residues.

• Furnish all labor, equipment, transportation, supplies, and materials for pest control.

• Adhere to recommended practices for pest attraction minimization.

• Perform extermination, trapping, and control procedures at regular intervals.

• Treat areas of infestation or threatened infestation thoroughly.

• Use environmentally safe materials for control operations.

• Provide site-specific recommendations for structural and procedural modifications for pest prevention.

• Perform internal and external treatments, including rodent reduction/elimination.

• Provide manufacturer's commercial literature and material safety data sheets (MSDS) for all products used, approved prior to use.

• Comply with applicable OSHA standards and other Federal, State, and local regulations.

• Provide Hazard Communication training to employees.

• Offer "call when needed" services for additional pest control on an "as needed" basis between regular treatments.

• Contract Type: Firm-Fixed Price.

• Period of Performance: Base Year: May 1, 2026 – April 30, 2027. Up to four (4) option years may be exercised.

• Estimated Value: The small business size standard is $17.5 million.

• Submission Deadline: Quotes are due by May 28, 2026, 5:00 PM Pacific Daylight Time.

• Submission Method: Email to margaret.forrest@usda.gov with solicitation name and number in the subject line. Include three separate attachments: Technical Proposal, Price Proposal, and Representations and Certifications.

• Evaluation Criteria: Award will be based on price, past performance, and technical approach. The evaluation will use a Lowest Price Technically Acceptable (LPTA) criteria.

  • Contract Start Date: May 1, 2026 (Treatments commence after snow melt).

• This acquisition is a Total Small Business Set-Aside.

• Quoters must have an active entity registration in the System for Award Management (SAM).

• A site visit is recommended for all locations. Contact information for site visits is provided.

• Subcontracting is prohibited.

• The solicitation includes numerous FAR and AGAR clauses and provisions that bidders must adhere to.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide pest and rodent control services at four administrative sites within the Grindstone Ranger District of the Mendocino National Forest.

• Furnish all labor, equipment, transportation, and materials for pest control.

• Adhere to best practices to minimize pest attraction and harboring.

• Perform extermination, trapping, and control procedures at regular intervals to ensure sites are free of pests and their residues.

• Thoroughly treat areas of infestation or threatened infestation.

• Perform control operations lawfully using environmentally safe materials.

• Provide site-specific recommendations for structural and procedural modifications for pest prevention.

• Services include internal and external treatments, and rodent reduction/elimination.

• Base contract year: May 1, 2026, to June 30, 2027.

• Up to four (4) option years may be exercised.

• Specific sites include Stonyford Administrative Site, Elk Creek Work Center, Alder Springs Work Center, and Mendocino N.F. Supervisor's Office (Willows Office).

• Alder Springs Work Center requires treatment from May to October annually.

• Treatments scheduled between 8 a.m. and 4:30 p.m., Monday through Friday.

• Post-Treatment reports to be sent to the COR.

• Periodic inspections will be held at each site.

• Contractor must provide manufacturer's commercial literature and Material Safety Data Sheets (MSDS) for all products used.

• Compliance with applicable Occupational Safety and Health Administration (OSHA) Standards and other regulations.

• Hazard Communication training for employees.

• Contractor is responsible for their own safety and that of their employees.

• No interior space for smoking.

• Prohibition of narcotics, hallucinogenics, marijuana, barbiturates, amphetamines, or alcohol on Government property.

• No soliciting or vending on Government property.

• No possession of weapons or firearms on Government property.

• No gambling on Government property.

• Contractor must report needed repairs or unusual circumstances affecting work.

• Contractor is responsible for obtaining necessary licenses and permits.

• Contractor must provide Worker's Compensation Insurance evidence.

• Subcontracting is prohibited.

• Government will supply limited utilities (water, electrical power, toilets) and parking space.

• Contractor is responsible for all travel to and from worksites.

• Contractor must employ qualified personnel and provide a list of personnel and contact information.

• Persons under 18 are not permitted on premises.

• "Call when needed" (CWN) services may be required for additional pest control between scheduled treatments, with a 48-hour response time.

• Contract award will be based on price, past performance, and technical approach.
