• The justification for Brand Name is that Kleen Blast blasting media has been used for many years, meets performance expectations, and attempting to qualify other products would be prohibitive in cost and impact shipyard schedules. It is also hazmat and authorized on the PHNSY Authorized Use List (AUL), which is brand name and manufacturer specific. Compatibility with existing systems and avoiding disruption are key.
• The justification for Unusual and Compelling Urgency is that the grit is needed for work starting on 789 (various tanks like MBTs, RFW, Aux 1-6, etc.). Delays in receiving the material will potentially delay the 789 schedule, impacting milestones and the ability to return to the Navy and perform scheduled missions. The requirement was first identified on 3/19/26.
