Quick Summary
The 409th Contracting Support Brigade (Department of the Army) is issuing a Sources Sought notice to conduct market research for a Ground-Based Decoy System. The objective is to identify potential sources capable of providing innovative solutions for a ground-based tactical system to support mission requirements in complex operational environments. Responses are due March 11, 2026.
Purpose & Scope
This Sources Sought is for informational and planning purposes only, aiming to identify vendors who can offer a ground-based decoy system. The government is interested in solutions that meet specific performance objectives outlined in the attached technical specifications. This notice does not constitute a solicitation, and no contract will be awarded based on this announcement.
Technical Requirements
The required Ground-Based Decoy System must:
- Mimicry: Deceive enemy reconnaissance, surveillance, and target acquisition (RSTA) assets by mimicking a wheeled, high-mobility artillery rocket system.
- Credibility: Be physically and spectrally indistinguishable from the actual vehicle at a minimum distance of 200 meters.
- Assembly: Fully assembled by three personnel within one hour using no specialized tools, with minimal loose parts. Modularity for repair and upgrades is required.
- Physical Specs: 1:1 scale representation with authentic dimensions, lightweight metal frame, 3D structure from foldable plastic plates. Assembled weight approximately 500 kg, military olive drab color.
- Signature Emulation: Accurate visual (VIS, NIR, SWIR), radar (including SAR), and LiDAR signatures. Active thermal elements are needed to emulate engine, exhaust, tires, and crew cabin heat signatures, requiring an external power source.
- Deployment & Mobility: Packed systems in durable boxes (max 50 kg each, ~200x120x35 cm, total ~6 cubic meters). Assembled systems require wheels and a towing beam for tactical mobility.
- Durability & Maintenance: Materials must meet military standards (e.g., MIL-STD-810H/G) for fungus resistance, temperature operation, humidity, rain, salt fog, and vibration. The system must be field-maintainable, with light damage repairable by troops using provided spare parts.
- Optional Features: Includes an optional RF signal-emitting device and custom camouflage painting.
