Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for comprehensive grounds maintenance services for the U.S. Army Garrison (USAG) Wiesbaden, Germany. The objective is to ensure all grounds are maintained in a healthy, clean, neat, and professional appearance, supporting mission requirements for users, residents, and visitors.

The contractor shall provide all necessary labor, management, tools, equipment, and supplies to perform grounds maintenance for High Visibility areas, Common Areas (Semi-Improved Grounds), Fire Breaks and Ranges, and Unimproved Grounds. Services include, but are not limited to:

• Mowing and trimming of grass
• Turf replacement
• Leaf and debris removal
• Tree, hedge, and shrub planting, maintenance, irrigation, and fertilization
• Policing of areas
• Tree and stump removal
• Maintenance of flower beds, athletic fields, and special event areas
• Weed control and litter removal
• Irrigation system operation and maintenance
• Tree inspection, removal, and replacement, including specialized assessments (e.g., Resistograph, sonic tomography)
• Hedge and shrub pruning and fertilization
• Emergency services for storm debris removal

The period of performance is a 5-year ordering period, with specific dates for each ordering year (OY) from 01 June 2026 to 31 May 2031. The work will be performed at various USAG Wiesbaden locations, including Army Family Housing (AFH) and Operation and Maintenance Army (OMA) areas.

• Quality Control: The contractor must develop and maintain a Quality Control Plan (QCP) and submit it for COR review within 10 business days of contract award.
