Statement of Work (SOW) / Performance Work Statement (PWS)

To provide non-personal services for grounds maintenance and snow/ice removal at Joint Base Anacostia-Boiling (JBAB), HMX-1, and Air Force Memorial (AFM) to ensure a clean, neat, and professional appearance, promoting the health of grass, trees, shrubs, and plants.

• Maintain Improved Grounds: Includes mowing, edging, trimming, perimeter fence line maintenance, weed control, irrigation, debris removal, leaf removal, lawn conditioning (fertilization, aeration), pest control, lawn repair, pruning of shrubs/hedges/plants, and artificial turf maintenance.

• Maintain Semi-Improved Grounds: Mowing and trimming.

• Maintain Un-Improved Grounds: Mowing once per year to prevent woody encroachment.

• Maintain Vegetative Beds, Inert Beds, Rock Beds: Includes fertilizing, watering, weeding, mulching, and repair/replacement of plants.

• Perform Snow/Ice Removal: Clearing snow and ice from paved areas, sidewalks, steps, stairs, landings, and entrance ramps, with prioritized areas (Priority I, II, III) and specific response times based on accumulation.

• Ice Control: Pre-treating with anti-icing products and using sand.

• Sand Barrels: Providing, maintaining, and filling sand barrels.

• Exterior Waste Containers: Emptying waste containers and cleaning surrounding areas.

• JBAB Ball Fields: Maintaining grass, infields, warning tracks, and chalk lines.

• JBAB Dog Park Maintenance: Maintaining the dog park similar to improved grounds, including waste container services.

• Performance is evaluated based on results, not methods, using COR surveillance, tenant satisfaction, and customer complaints.

• Specific performance thresholds are outlined for various objectives, with categories ranging from "Excellent" (0 defects) to "Unsatisfactory" (more than 5 defects).

• Quality Control Plan required from the contractor.

• Growing season: April 1 to October 31.

• Locations: Joint Base Anacostia-Boiling (JBAB), HMX-1, and Air Force Memorial (AFM).

• Compliance with all applicable federal, state, local laws, and commercial standards.

• Use of approved pesticides and adherence to environmental regulations.

• Hazardous materials management and reporting.

No solicitation is currently available, and responses will not be considered offers.
