Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for comprehensive grounds maintenance services at Eglin Air Force Base (AFB). The goal is to ensure a clean, neat, and professional appearance of the grounds, promoting the healthy growth of grass, trees, shrubs, and plants.

The contractor shall provide non-personal services including personnel, equipment, tools, and supervision for various grounds maintenance tasks. Key areas of work include:

• Improved Grounds Maintenance: Mowing, edging, trimming, weed control, debris removal, leaf removal, lawn conditioning, and pest control for areas identified in Appendix A (e.g., Buildings 1, 11, 13, 349-351, 1315).
• Semi-Improved Grounds Maintenance: Mowing and trimming for areas identified in Appendix A and B.
• Un-Improved Grounds Maintenance: Mowing grass and vegetation to prevent woody encroachment.
• Vegetative Beds, Inert Beds, Rock Beds, and Related Areas: Maintenance including fertilizing, watering, weeding, mulching, and plant replacement.
• Surface Drainage Ditches: Maintenance to ensure they are free of obstructions and maintain water flow.
• Special Requirements: Includes tree care (pruning, bracing, cabling, stump removal), emergency services, and planting of trees, shrubs, and vegetative beds.

Performance will be evaluated based on results, not methods, by the Contracting Officer's Representative (COR) and Contracting Officer (CO). Evaluation criteria include COR surveillance, tenant satisfaction, and customer complaints. The Service Summary (Section 2) details specific Performance Objectives (PO) and their corresponding Performance Thresholds (e.g., Excellent: 0 defects, Very Good: 1 defect, Satisfactory: 4 defects, Marginal: 5 defects, Unsatisfactory: More than 5 defects) for different service areas. Methods of surveillance include customer complaints and periodic inspection/validation.

The growing season is considered to be March 15 through December 15. Services are to be performed at Eglin Air Force Base (AFB).

• Damage: Contractor is responsible for repairing or replacing any damage caused to government or personal property within 15 days.
• Pesticides: Use of approved pesticides is required, with compliance to federal, state, local, DoD, and Air Force regulations. Workers must have current state certification. All pesticide applications must be reported monthly.
• Hazardous Materials: All hazardous materials require CO approval prior to use. An inventory must be maintained, and materials removed daily. Storage and mixing must be done off-base.
• Hours of Operation: Normal duty hours are 0600-1630, Monday-Friday, excluding federal holidays, unless otherwise required or approved.
• Personnel: The contractor must provide an on-site contract manager and alternate who can speak and write English.
• Security: Contractor employees will require identification badges, and commercial vehicles must adhere to base access procedures.
• Quality Control: A written Quality Control Plan must be submitted to the contracting officer.
• Government Furnished: Facilities, utilities, telephone, and solid waste collection/disposal services will be provided by the government, with some limitations.
