Purpose & Justification
This J&A authorizes the use of other than full and open competition under the authority of 10 U.S.C. 3204(a)(2) FAR 6.302-2, Unusual and Compelling Urgency. The purpose is to prevent an unacceptable service gap in essential grounds maintenance, as the current contract's option year will not be exercised. Logsdon & Son Inc. is identified as uniquely qualified due to their recent experience, immediately available cleared personnel, and ability to assume full performance without a ramp-up period.
Scope of Services
The contract encompasses both recurring and nonrecurring grounds maintenance services, including:
- Supervision, management, materials, supplies, equipment, tools, transportation, and incidental engineering.
- Mowing approximately 200 acres of lawn.
- Maintaining 30 cemeteries, 400+ miles of road right-of-way, 1700+ magazines, 46 acres of landfills, 60 miles of boundary fence right-of-way, utility line right-of-way, and 140 miles of railroad right-of-way.
- Weed control for parking lots, buildings, substations, and riprap.
- Removal of fallen trees.
- Snow and ice removal on sidewalks, building entrances, and parking lots.
Contract Details
- Contract Type: Indefinite Delivery Indefinite Quantity (IDIQ) sole-source bridge contract.
- Period of Performance: April 1, 2026, to March 31, 2027 (one year).
- Funding: FY26 Operations and Maintenance (O&M) for recurring services; FY26 or FY27 O&M for non-recurring services.
- Procurement Method: Other than full and open competition due to unusual and compelling urgency.
Eligibility & Procurement
