Performance Work Statement (PWS)

To maintain healthy grass, trees, shrubs, and plants, presenting a clean, neat, and professional appearance for the 99th Readiness Division (RD) at VA011 – Culpeper Minutemen Memorial USARC.

This PWS outlines requirements for non-personal services for grounds maintenance. Key tasks include:

• Mowing grass to a height between 2-3 inches, with clippings removed within 4 hours.

• Edging along pavement and sidewalks.

• Trimming all site areas, including walkways, fence lines, retention ponds, and solar panels.

• Spring and Fall cleanup, including removal of debris, leaves, and vegetation from fence lines.

• Weeding and maintenance of prominent planting beds.

• Pruning/deadwooding of trees and shrubs.

• Routine policing of grounds for debris during mowing.

• Removal of branches up to 2 inches in diameter from mowing areas.

• Services must meet commercial standards and AR 420-1.

• Grass clippings must be removed within 4 hours.

• Contractor must maintain an adequate workforce for uninterrupted performance during Government operating hours (8:00 AM - 4:30 PM, Monday-Friday, excluding Federal Holidays).

• Quality Control (QC) is the contractor's responsibility; Quality Assurance (QA) will be performed by the Government using an inspection checklist (Exhibit 2).

• Photographs of service areas are required before and after work, submitted with invoices.

• Invoices must be submitted via WAWF with a signed checklist.

• Period of Performance: One base year and four twelve-month option periods.

• Contract Performance Season: March through November (Southern Region: MD, VA, WV) and April through November (Northern Region: ME, NH, VT, MA, NY, NJ, PA, RI, CT, DE).

• Place of Performance: VA011 – Culpeper Minutemen Memorial USARC, 1821 Industry St. Culpeper, VA 22701.

• Contract Type: Firm Fixed Price.

• Personnel must be capable, trained, and maintain a neat appearance. English communication is required.

• Contractor Representative must be onsite during normal duty hours.

• Employees must wear nametags.

• Compliance with security regulations, AT Level 1 training, iWATCH, and OPSEC training is mandatory.

• Contractor is responsible for disposal of all refuse and debris off-installation at an approved site.

• Contractor assumes liability for damage to Government property.

• A site visit prior to submitting an offer is strongly recommended.

• Government-furnished utilities include water from existing sources. Contractor facilities are not to be used for powering equipment.
