Statement of Work (SOW) / Performance Work Statement (PWS)

To maintain healthy grass, trees, shrubs, and plants, presenting a clean, neat, and professional appearance for the 99th Readiness Division (RD).

• Grounds maintenance services for areas identified in the site plan.

• Includes mowing, edging, trimming, spring and fall cleanup, and retention pond maintenance.

• Contractor is responsible for all personnel, supplies, supervision, tools, materials, and equipment.

• Services must meet commercial standards.

• Grass height: 2-3 inches.

• Grass clippings must be removed within four (4) hours.

• Edging and trimming to define areas and maintain a clean appearance.

• Retention ponds to be maintained to meet Federal, State, and Local codes.

• Pruning/trimming of trees and shrubs twice annually (April and September).

• Spring and Fall Cleanup includes removal of debris and vegetation clearance around fences.

• Performance will be evaluated based on the Performance Requirements Summary (PRS) and a Grounds Maintenance Inspection Checklist.

• Period: One base year and four twelve-month option periods.

• Schedule: March through November in the Southern Region (MD, VA, WV); April through November in the Northern Region (ME, NH, VT, MA, NY, NJ, PA, RI, DE).

• Work hours: 8:00 AM to 4:30 PM, Monday through Friday, excluding Federal Holidays.

• Place of Performance: Newark AFRC/BMA #86-1, 1001 Ogletown Road, Newark, DE 19711.

• Non-personal services contract; Government will not exercise supervision or control.

• Contractor must maintain an effective quality control system.

• Government will evaluate performance using a Quality Assurance Surveillance Plan (QASP).

• Contractor must provide a list of employees 15 days prior to start date.

• Employees must be capable, experienced, and communicate in English.

• Contractor representative must be physically present during normal duty hours.

• Compliance with all security regulations, including background checks and AT Level 1 training.

• Contractor is responsible for disposal of all refuse and debris off-site.

• Contractor must not use Government dumpsters for disposal.

• Contractor must maintain a safe working environment and comply with safety regulations.

• Utility conservation practices are required.

• Contractor must report manpower data to SAM.GOV.

• Site visit is urged prior to submitting an offer.

Request for Information (RFI) / Source Sought Notice

This document is a Request for Information (RFI) issued by the U.S. Army Contracting Command – New Jersey to seek potential sources for Grounds Maintenance Services for the 99th Readiness Division in Newark, DE (DE007). This RFI is for information and planning purposes only and is not a Request for Quote (RFQ). Responses are voluntary, and the Government will not pay for any information provided.

• Subcontracting/Teaming: Indicate plans for subcontracting or teaming and the anticipated percentage of work.
