Performance Work Statement (PWS)

To maintain healthy grass, trees, shrubs, and plants, presenting a clean, neat, and professional appearance for the 99th Readiness Division (RD) at MAJ Holleder USARC/BMA 76 515 Ridge Road Webster NY 14580.

This PWS outlines requirements for grounds maintenance services, including:

• Mowing: Cutting grass to a height of 2-3 inches, removing clumps/clippings within 4 hours, and policing grounds for debris. Branches up to 2 inches in diameter must be removed prior to mowing.
• Edging: Creating a clean edge along pavement and sidewalks.
• Trimming: Cutting grass along sidewalks, fence lines, curbs, retention ponds, solar panels, and culverts.
• Spring and Fall Cleanup: Removing refuse, leaves, and clearing vegetation from fence lines (minimum 6 feet on each side).
• Weeding/Plant Bed Maintenance: Keeping prominent planting beds weed-free.
• Pruning/Trimming: Deadwood pruning of trees and shrubs (under 20' height) twice annually, maintaining natural shape.

Services must meet commercial standards and comply with AR 420-1. Performance will be monitored via a Quality Assurance Surveillance Plan (QASP) and documented using the Grounds Maintenance Inspection Checklist (Exhibit 2). Invoices require a completed checklist. Photographs of work areas before and after are required within 24 hours of service.

• Period of Performance: One base year and four twelve-month option periods.

• Service Schedule: March through November (Southern Region: MD, VA, WV) and April through November (Northern Region: NY, ME, NH, VT, MA, RI, CT, NJ, PA, DE).

• Place of Performance: MAJ Holleder USARC/BMA 76 515 Ridge Road Webster NY 14580.

• Contract Type: Firm Fixed Price.

• Contractor must provide all personnel, supplies, and equipment. Government provides water.

• Personnel must communicate in English and maintain a neat appearance. A contractor representative must be onsite during normal duty hours.

• Security: Compliance with installation security regulations, background checks, and AT Level 1, iWATCH, and OPSEC training are required.

• Environmental: Disposal of refuse off-installation at approved sites, compliance with all environmental laws.

• Reporting: Manpower data must be reported into SAM.gov.

• Site Visit: Strongly recommended prior to offer submission.
