Performance Work Statement (PWS)

To provide comprehensive grounds maintenance services for the Ogden IRS Service Center located at 1160 West 1200 South, Ogden, UT 84404.

This PWS outlines recurring weekly/monthly grounds maintenance and grounds services on an as-needed basis. Key areas include:

• General Requirements: Contractor to provide all management, labor, quality control, materials, and equipment. Services must be performed with minimal interference to facility operations.
• Grounds Maintenance (Recurring):
  • Lawn Mowing, Trimming, and Edging: Weekly mowing of all lawn areas (March 1 - November 30), maintaining a height of 3-5 inches (2-3 inches for childcare areas). Includes trimming around obstacles and cleanup of clippings.
  • Weed Control (Non-Lawn Areas): Weekly and as-needed control of weeds and undesired vegetation in all non-lawn areas, including landscaped areas, sidewalks, parking lots, and perimeter fences.
  • Irrigation/Sprinkler System: Startup, maintenance, repair, programming, and winterization of the sprinkler system. Includes monitoring and adjusting watering schedules.
  • Landscaped Areas: Grooming, maintenance, and clearing of weeds and debris in landscaped areas, rock/mulch beds.
  • Shrubbery and Vegetation: Weekly maintenance of shrubbery health, growth, and appearance, including pruning of dead/diseased areas and shaping. Includes end-of-season trimming and preparation.
  • Tree Maintenance: Weekly trimming of tree limbs to maintain clearance from sidewalks, buildings, and power lines. Removal of sprouts and unintended growths. Seasonal removal of leaves and branches.
  • Policing of Grounds: Weekly and end-of-workday cleanup of debris from all IRS grounds.
• Grounds Services (Set Rate/As Needed):
  • Irrigation/Sprinkler System: Major repairs, installations, and removals, to be completed within 72 hours of service initiation.
  • Irrigation/Sprinkler Parts: Contractor to provide parts meeting industry standards.
  • Lawn Applications: Fertilization, herbicide, fungicide, and insecticide applications to promote lawn health and appearance.
  • Aeration & De-thatching: Plug aeration and vertical de-thatching of lawn areas.
  • Lawn Repair: Repair of grass areas using topsoil, seeding, or sodding.
  • Landscaped Areas: Installation of landscape materials as directed.
  • Shrubbery and Vegetation: Planting of annuals, perennials, and shrubs; removal and replacement of dead shrubs.
  • Tree Services: Pruning for growth control, hazard prevention, and removal/planting of trees as directed.
  • Insects, Diseases, and Vegetation Health: Protection of cultivated vegetation from pests and diseases.
  • North and East Fields: Mowing of fields between the perimeter fence and beltway.
  • Sweep Parking Lot/Roadways/Gutters: Commercial sweeping of parking lots, roadways, and gutters twice per year.

Anticipated period: March 1 through November 30, weather permitting.

• Annual Grounds Maintenance Plan submission prior to contract start.

• Detailed weekly written summary reports.

• Written proposals required for Time and Materials work, subject to COR approval.

• Coordination with the Contracting Officer's Representative (COR) for all services and approvals.

• Work Hours: Primarily 5:00 a.m. - 7:00 p.m., Monday-Friday, excluding holidays/weekends, unless otherwise approved by COR. Weekend work may be required.

• Cleanup & Disposal: Contractor responsible for gathering, transporting, and disposing of all work-related debris off IRS property daily.

• Chemical Use: All chemicals require COR approval and must be accompanied by MSDS. Applications must follow manufacturer and regulatory guidelines.

• Damage to Property: Contractor is responsible for all costs associated with damage to IRS property.

• Hazardous Conditions and Injuries: Immediate reporting of injuries, damage, or hazardous conditions to the COR.

• Contractor Quality Control: A Quality Control Plan (QCP) is required.

• Inspection: Services subject to inspection and approval by the Government's COR.

• Contractor Personnel: Subject to security checks, background investigations, and COR approval. On-site personnel must sign in/out. Emergency/urgent contact information required.
